Human Resources Specialist (Compensation and Benefits)

This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Administration (OA), Human Resources Division (HRD), Talent Management and Employee Services Branch (TMESB). This job is also being advertised to current and former federal employees who can apply through internal or merit hiring procedures under announcement number JP-26-004. To qualify for the position of Human Resources Specialist (Compensation/Employee Benefits), at GS-0201-13, you must meet the qualification requirements listed below. Selective Placement/Screen Out Factor Applicants must have experience processing the full scope of payroll and personnel actions using the Department of Agriculture's National Finance Center (NFC) system. Specialized Experience Applicants must have one (1) year of specialized experience equivalent to at least the GS-12 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: Analyzes and/or resolves federal payroll issues including, but not limited to, retroactive pay adjustments, retirement coverage determinations (FERS, CSRS), premium pay calculations, leave accrual corrections, and/or benefits deductions. Provides technical guidance and/or advisory services on federal retirement systems (CSRS, FERS) and employee benefits programs (FEHB, FEGLI, TSP), including eligibility determinations, service credit calculations, and benefits entitlement issues. Interprets federal regulations (5 USC, 5 CFR), OPM guidance, and/or agency policies to conduct compliance reviews, develop procedural guidance, and respond to audits, grievances, or management inquiries related to compensation and benefits administration. Utilizes federal payroll and HR systems (NFC, GovTA) to conduct audits, generate reports, verify data accuracy, and/or develop training materials and procedural documentation to ensure regulatory compliance and operational consistency.
