Functional Title: Financial Analyst • Job Title: Financial Analyst I • Agency: Health & Human Services Comm • Department: AES OOA Finance Operations • Posting Number: 18226 • Closing Date: 07/08/2026 • Shift: Day • Telework: Eligible • Travel: Up to 5% • Full Time • Regular • Non‑exempt Essential Job Functions Review financial documentation for assigned contracts and projects to confirm compliance with financial standards and agency requirements. Track, review, and process monthly contract deliverable invoices. Verify expenditures by comparing payment requests to state budgets and financial guidelines. Coordinate with HHSC accounting to track status of payments and resolve payment discrepancies. (30%) Assist in preparing financial reports, forecasts, and expenditure summaries for leadership review. Draft and review financial reports, supporting documentation, and follow‑up correspondence. Ensure the completeness and accuracy of financial data submitted for review. Support financial tracking processes by compiling and organizing relevant financial information. (20%) Perform financial tracking and monitoring of contracts, projects, and procurement activities. Assist in reviewing financial statements, payment records, and internal controls to ensure compliance with federal and state regulations as well as HHSC policies. Support contract and project performance monitoring by verifying that expenditures align with contract terms. Identify potential financial inconsistencies and escalates concerns to senior financial analysts or management. (20%) Support the review of legislative and regulatory requirements impacting assigned contracts and projects. Assist in interpreting federal and state regulations and HHSC policies related to procurement and financial compliance. Provide input on process improvements for financial tracking and compliance procedures. Conduct research and prepare summaries of policy changes affecting financial and procurement operations. (10%) Participate in workgroups and projects related to contract and procurement processes. Assist in evaluating the impact of regulatory changes on program funding and financial tracking. Provide administrative and financial tracking support for procurement activities, including reviewing documentation related to RFPs and RFAs. Support financial analysts in monitoring contract modifications and budget adjustments. (10%) Support special investigations, research studies, and internal audits related to assigned contracts, projects, and procurement. Assist in compiling data and preparing reports for quality improvement initiatives and compliance audits. Respond to ad‑hoc financial data requests and inquiries from program staff and leadership. Manage special projects and tasks as assigned. (10%) Knowledge, Skills, and Abilities Knowledge of local, state, and federal laws and regulations relevant to AES program areas. Knowledge of principles and practices of public administration, public sector management, providing services, and contract administration. Knowledge of accounting, finance, auditing, or budgeting. CAPPS Financials or other similar budgeting and/or accounting software experience is preferred. Knowledge of legislative appropriations request and annual operating budget process. Computer skills in Excel, Word, Access, CAPPS HCM, CAPPS Financials, and other financial applications. Strong verbal and written communication abilities. Ability to manage multiple projects and meet tight deadlines. Ability to work independently with limited supervision and follow oral and written instructions. Ability to establish and maintain effective working relationships with coworkers, other agency staff, and the public. Ability to develop and evaluate administrative policies and procedures, prepare concise reports, and plan, assign, and supervise the work of others. Qualifications Must obtain Certified Texas Contract Manager (CTCM) certification within 12 months of hire. Graduated from an accredited four‑year college or university with major coursework in business, finance, accounting, economics, or a related field. Experience in a field related to the essential job functions may be substituted for the education requirement on a year‑for‑year basis.
