City Of Prescott Capital Improvement Program ManagerHiring Range: $77,691.60 to $97,114.50FLSA Status: ExemptPay Grade: 118Full Pay Range: $77,691.60 to $97,114.50Deadline to Apply: Open until filled, first review of candidates on 4/11/23Position Summary:Manages a variety of infrastructure programs and activities for the Capital Improvement Program. This position ensures projects are in accordance with engineering standards, contract documents, and industry standards.Manages, maintains, and administers design and construction contract documents, the purchasing of goods and materials, and leads the development of the Department operating budget.Essential Duties:Manages and oversees capital improvement projects (utilities, drainage, roads, etc.) including initiating, budgeting, negotiating, bidding, awarding, and administering contracts for design, right-of-way acquisition, construction, QA/QC, and materials testing.Participates in the bidding process including developing schedules, construction and other cost estimates; reviews bid proposals, evaluates qualifications, and coordinates pre-bid meetings.Manages all aspects of public outreach related to projects, including contract management, public meetings, mailings, publications, problem solving, and customer service.Reviews plans and specifications of assigned projects; assists in the negotiation of rights-of-way and easements; conducts public meetings; schedules, conducts and coordinates pre-construction meetings with all interested parties; responds to inquiries from the public; and prepares recommendations for revisions and improvements to construction plans and specifications.Acts as a liaison to consulting engineers, other professionals, contractors, and the general public in order to facilitate project implementation, progress, and completion; resolves conflicts when necessary.Coordinates assigned activities with those of other departments, contractors and utilities; attends project construction meetings; and provides inspection services for Capital Improvement Projects as needed.Works with other public agencies and third party utilities to provide services and resolve impact of projects on their facilities.Provides overall quality control and constructability reviews for other Capital Improvement Plans as needed.Prepares various reports, spreadsheets, and other computerized applications to manage multiple projects simultaneously.Reviews drawings, specifications, complex technical analyses, and schedules; prepares minutes; and reviews related invoices, and related items.Prepares City Council memorandums and project schedules; coordinates project meetings.Answers questions and provides project information on assigned projects including resolving problems and providing technical expertise to others.Presents briefings and updates to various City departments, and citizen groups, as neededCollaborates in facilitating final project close-outs, including record drawings, equipment, test results, as-built notes, construction observation notes, inspections, reports for progress payments and project status, and materials certifications, and, when applicable, Approval to Operate clearance from the Arizona Department of Environmental Quality (ADEQ).Performs related administrative, budget, and accounting functions.Participates in development, sequencing, and implementation of the Airport Capital Improvement Program (ACIP) including regular engagement/coordination with Federal and State officials.Serves as the planning/engineering Airport Area subject matter expert (SME) to explore, alignment with, and implement goals, objectives and strategies in City and Airport Plans (including, but not limited to, the General Plan, Airport Master Plan, Airport Specific Area Plan, Airport Layout Plan, City Capital Plans, area transportation plans, area drainage plans, etc.)Monitors airport area development projects for compliance with airport and airspace related height and hazard concerns.Responsible for tracking and approval of tenant improvements, in conjunction with Operations and Administrative staff.Performs other duties as assigned.Qualifications:Bachelor's degree in Civil Engineering, Construction Management, Construction Technology, or a related field; four (4) years of progressively responsible experience in public works construction, field management, contract administration, construction management, and/or project management in utilities or the development of construction projects; or any equivalent combination of education, experience, and training which provides the knowledge and abilities necessary to perform the essential functions of the position. Aviation/Airport and Public Works (Infrastructure/Capital project) Knowledge is Desirable.
