Director, Grid & Technical

Education: Engineering degree (Dipl?me d'Ingénieur, Master, or equivalent) in Electrical Engineering, Power Systems, Energy Engineering, or a related discipline from a recognized institution. Experience: 10–15 years of relevant experience, with a flexible, hybrid technical-commercial profile. A substantial portion of the career must be in the new-energy / renewables or power sector. Prior experience on the developer/IPP side or in third-party technical consultancy — ideally with grid-connection or grid-impact work for solar, wind, or BESS projects in Morocco — is strongly preferred, so that the candidate's perspective is aligned with a project sponsor's interests rather than the grid operator's. Grid expertise: Demonstrated, hands-on understanding of Morocco's transmission network structure, dispatch and system operation, operational efficiency, and congestion. Familiarity with grid connection studies, hosting-capacity assessment, N-1 security, short-circuit capacity, voltage/reactive support, and curtailment rules. Simulation literacy: Must thoroughly understand the inputs, assumptions, and outputs of power-system simulations (e.g., PSS/E, DIgSILENT PowerFactory) and be able to identify and obtain the required data through the appropriate channels — but is not required to personally build or run the models. Ability to direct and critically review consultant-produced studies is essential. Regulatory knowledge: Working familiarity with Law 13-09 / 58-15, ONEE connection and network-access processes, and ANRE's role in access and tariffs. Stakeholder engagement: Proven ability to engage credibly and constructively with grid operators, utilities, regulators, or ministries — building trust within the rules while advancing the sponsor's position. Languages (critical): Fluent French (written and spoken) is mandatory given ONEE and regulatory counterparties; Arabic is a strong advantage for local engagement; working English is required for alignment with PTG China and headquarters. Personal qualities: Strong technical judgment combined with commercial awareness, comfortable operating in a matrix structure (Morocco Country Head + Chief Engineer in China), culturally adept with Moroccan institutions, and hands-on in a lean organization. Nationality / right-to-work: Moroccan national or candidate already holding the right to work in Morocco strongly preferred; deep local network within the Moroccan power sector is a significant advantage. Reporting Structure Business / day-to-day line: Morocco Country Head — priorities, project assignments, performance management, and budget. Functional / professional line: Chief Engineer, PTG China — technical standards, methodology, escalation of material technical risks, and professional development. The role is expected to operate seamlessly across both lines, with regular alignment touchpoints with the Country Head (weekly) and the Chief Engineer (weekly/bi-weekly), and combined technical reviews at a quarterly cadence. Specific candidate profiles to prioritize Bilingual (French–Arabic, with working English) electrical/power-system engineers, 10–15 years, currently at a Moroccan IPP or technical consultancy, with hands-on grid-connection experience and a network into ONEE/MASEN/ANRE. Hybrid technical-commercial engineers who can read and challenge a grid-impact study, scope the data needed, and represent PTG credibly in technical negotiations — without needing to personally run simulations. Act as PTG's lead technical interface with ONEE (Branche Transport / dispatch / planning), MASEN, and ANRE on all grid connection, hosting-capacity, and interconnection matters. Assess and challenge, where appropriate, grid-side positions on available connection capacity, congestion, and curtailment — distinguishing genuine technical constraints (N-1 security, short-circuit capacity, voltage/reactive support) from process- or planning-driven “soft” constraints.

• Provide localized technical opinions and alternative options on PTG's project siting, point-of-interconnection selection, capacity sizing, and connection timelines, and translate grid constraints into impacts on project design, schedule, and financial models.
• Define and scope the technical information required for grid connection and grid-impact studies, and secure that information through the appropriate channels (ONEE, MASEN, regulatory filings, third-party consultants); review, interpret, and quality-control studies produced by internal teams or external engineers — without being required to personally perform the simulation modeling.
• Direct and supervise third-party technical consultants and Owner's Engineers performing load-flow, hosting-capacity, and grid-impact analyses (e.g., PSS/E, DIgSILENT PowerFactory), ensuring inputs, assumptions, and conclusions are sound and serve PTG's interests.
• Advise on the technical conditions embedded in Connection Agreements and Network Access Agreements, and support negotiation of technical terms (mitigation equipment, reactive compensation, BESS co-location, phased injection, curtailment rules).
• Track Morocco's renewable-energy regulatory framework (Law 13-09 and amendment 58-15) and ANRE decisions as they affect grid access, capacity allocation, and the technical-commercial viability of PTG's portfolio.
• Advise the Morocco Country Head and the Chief Engineer (PTG China) on grid and technical risk in real time; flag material exposures and align on group technical positions.
• Build PTG Morocco's technical knowledge base on the national transmission network (400/225/150/60 kV structure, congestion map, available capacity by zone) to inform project pipeline and siting decisions.
