Deputy Director of the Long Island Office, NS-M6

Duties Description Under the general supervision of the Director of the DPS Long Island Office (LIO), the Deputy Director will be responsible for the administration and coordination of the work of the LIO. Specific duties include, but are not limited to, the following: Assisting in coordinating the work of the LIO with other offices in the Department. Acting as advisor to the Director and Chief Executive Officer on all aspects of utility regulation within the region. Rendering appropriate expert testimony at formal hearings. Recommending solutions to regulatory and administrative problems and helping develop procedures in line with the recommendations. Assisting the Director with the leadership and management of the LIO, including scheduling, performance reviews, and workflow tracking. Acting as back-up to the Director in their absence. Aiding the Director in reviewing proposed legislation and formulating recommendations in areas that affect Long Island Power Authority's (LIPA) rules, regulations, and responsibilities. Analyzing how best to align LIPA Board of Trustees actions with Public Service Commission proceedings and orders. Serving as the main point of contact with LIPA and its service provider regarding contractual matters that involve the LIO. Helping develop career and professional development opportunities for the LIO staff. Identifying key policy issues confronting the LIO and suggesting appropriate responses and/or actions needed. Representing the Director at Department management meetings, in meetings with utilities, and in meetings with other public agencies. Taking responsibility for various ad hoc assignments initiated by the Director or Chair. Ensuring overarching consistency between the work of the LIO and DPS in Albany, including working with the Deputy Directors and subject matter experts to foster integration and coordination. Qualifications Minimum Qualifications Bachelor’s degree and nine years of relevant progressively responsible experience* with engineering, government administration, law, program development, or business backgrounds, of which at least two years must be at a policy making level in the field of utility or similar business regulation or oversight, with specific experience in developing energy policy. This experience must also include supervisory and/or managerial experience. Preferred qualifications include strong oral and written communications skills; exceptional analytical skills; experience in project management; and proficiency at leading teams and committees. Substitutions: four years of specialized experience or an associate’s degree and two years of specialized experience may substitute for bachelor’s degree; master’s degree may substitute for one year of specialized experience; J.D. may substitute for two years of specialized experience; Ph.D. may substitute for three years of specialized experience. The above salary range reflects the Downstate Adjustments of $4,000. The primary location for this position is Plainview, NY, with at least 35% travel, which will require a valid driver's license. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority. Appointment to this position is contingent upon Division of Budget approval.
