Job Summary The Assistant General Counsel – Operations reports to the Chief Legal Officer of the Tarrant County Hospital District and is responsible for providing legal advice on a wide variety of matters related to the legal operations of the Hospital District. The role serves as a senior in‑house operations attorney, managing staff, providing legal counsel to operations, and leading business and process compliance for contracting and purchasing functions. The principal responsibility is the overall management of hospital operations and contracting and purchasing procedures in accordance with applicable law, regulations, and JPS policies. Essential Job Functions & Accountabilities Responsible for oversight of legal issues impacting health system operations, including advising executives and health system team members. Manages attorneys and legal staff assigned to hospital and operational matters. Governance of contracting and competitive bidding functions, including oversight, staffing, policy development, training, and deployment of automated systems. Directs and develops departmental policies and procedures governing the contracts management function and contracting activities. Provides strategic guidance for contracting and procurement processes, partnering with procurement, clinical, legal, and operational stakeholders. Negotiates and documents a wide variety of contracts, change orders, and other agreements to obtain favorable business and legal terms. Oversees the full contract lifecycle, including intake, review, approval, execution, and renewal processes. Ensures contracts are routed appropriately and receive all required approvals prior to execution. Develops and maintains contract‑management systems, document repositories, and legal technology tools supporting contracting operations. Oversees contracts, document, and project‑management systems, including monitoring, analysis, and reporting of key metrics. Maintains knowledge of applicable laws, regulations, policies, and guidelines impacting hospital operations, public contracting, procurement, and supply‑chain functions. Evaluates contract compliance and advises on contractual rights, obligations, and risk‑mitigation strategies. Conducts research, benchmarking, and analysis to identify contracting efficiencies, cost savings, and best practices. Documents and reports process improvements, performance metrics, and cost savings related to contracting activities. Communicates and collaborates effectively with internal and external stakeholders to support operational objectives and ensure alignment. Educates and trains team members on legal, contracting, and procurement‑related matters. Supervises staff, implementing personnel policies, coaching, counseling, and conducting performance evaluations. Qualifications Required Qualifications: Juris Doctor (JD) from an American Bar Association accredited law school. Eight or more years of transactional and/or healthcare law experience. Current Texas State Bar Association license (or admission without examination within 12 months of hire). Good standing with the Texas Bar Association or an equivalent state bar association. Preferred Qualifications: Previous experience as in‑house operations counsel in a complex healthcare environment.
