Summary The Office of Institutional Equity (OIE), a division of Rush Legal, is responsible for Rush’s response to an array of internal investigations pertaining to members of the Rush system, including allegations of discrimination, harassment, sexual misconduct/harassment and allegations that a patient has been abused by a staff member. The Patient Abuse Investigator is a system-wide role and will be responsible for investigating all allegations of patient abuse, including physical, sexual, and mental abuse as defined by applicable laws and regulations and Rush policy. Patient Abuse investigations require strict adherence to a timeline in accordance with applicable Illinois laws and regulations; therefore, the Patient Abuse Investigator is an on-call role and will need to be available to respond to allegations of abuse when incidents occur across all Rush sites and campuses unless back-up support has been arranged. As such, the Patient Abuse Investigator will not always adhere to a typical Monday through Friday, 9 a.m. to 5 p.m. work week. Required Job Qualifications Bachelor’s Degree 3-5 years of experience conducting investigations. Excellent written and verbal communication skills. Strong interpersonal skills. Excellent judgment and ability to reason. Ability to manage highly sensitive and confidential information. Ability to manage heavy caseload, multiple investigations simultaneously, and competing priorities. Comfortable serving as a witness in depositions, arbitration, agency or court proceedings, along with internal appeal processes. Ability to prepare concise, logical, analytical reports to convey complex material in a readily understandable manner. Skilled in the areas of investigating, problem solving, and effective interviewing. A commitment to a diverse and inclusive work and learning environment. Preferred Job Qualifications JD from an accredited institution Certification as a Trauma-Informed Investigator (CTII), Certified Forensic Experiential Trauma Interview (FETI), and/or specialized certification and/or training programs for Title IX, HR, and law enforcement is preferred. Experience in healthcare or higher education settings. Experience with the dynamics of relationships and sexual violence, and prevention. Ability to perform work virtually/from offsite. Physical Demand Position requires the ability to travel to all locations within the Rush system, as necessary. Responsibilities Maintains and monitors the Office of Institutional Equity (OIE) pager for all allegations of patient abuse, 24 hours a day, seven days a week with workday flexibility and back-up provided as needed. Receives, responds to, triages, and investigates all allegations of patient abuse throughout the Rush system, as needed in collaboration with Allegation Administrators. Conducts intake assessments of allegations that a patient has been abused by staff, as appropriate. Reports to and works closely with OIE’s Director and Senior Investigative Counsel, providing regular updates on allegations of patient abuse as they are received, as well as investigation progress, escalating critical issues as appropriate. Assists Rush Legal with reporting allegations of patient abuse to the Illinois Department of Public Health, as needed. Creates investigative plan, coordinating and conducting witness interviews promptly and thoroughly. Gathers and secures relevant evidence and documentation; makes informed credibility assessments and keeps detailed and accurate records of witness interviews; and ensures proper retention of records in electronic database for production as needed. Conducts complex analyses and produces high-quality written investigation reports. Assists with drafting Rush policies and procedures (and implementing associated training programs) consistent with applicable laws. Participates in and assists with other OIE investigations and responsibilities, as needed. Participates, as necessary, in administrative and legal case preparation in partnership with in-house and external legal counsel. Performs other related duties as assigned.
