As a member of the Optum Operations and Delivery team, the EDW Reporting Manager combines strategic leadership, Medicaid domain expertise, business intelligence governance, and operational delivery management to support the Indiana Family and Social Services Administration (FSSA) Enterprise Data Warehouse (EDW).The EDW Reporting Manager is responsible for leading the Analytics and Reporting Services team and ensuring the delivery of accurate, timely, and reliable reporting and analytics solutions that meet state and federal compliance requirements. This role serves as a trusted advisor to FSSA leadership, business stakeholders, and technical teams, helping transform complex healthcare data into actionable insights that support program operations, compliance, policy decisions, and improved member outcomes.The position provides leadership for reporting portfolio management, reporting governance, stakeholder engagement, resource planning, and continuous improvement initiatives while ensuring alignment with Optum and FSSA strategic objectives.Primary Responsibilities:Leadership & Team ManagementLead, mentor, and manage a team of Data analysts, business analysts, and business intelligence professionalsEstablish team goals, performance expectations, and professional development plansManage resource allocation, workload balancing, and staffing plans to ensure successful delivery of reporting commitmentsFoster a culture of accountability, collaboration, innovation, and continuous improvementProvide coaching, performance management, succession planning, and knowledge transfer activities to support long-term organizational successAnalytics & Reporting DeliveryOversee the development, enhancement, validation, and maintenance of reports, dashboards, scorecards, and analytic solutionsEnsure all reporting deliverables meet established service-level agreements (SLAs), quality standards, and client expectationsMonitor delivery schedules, issue resolution, and operational performance metricsIdentify opportunities to streamline reporting processes, improve automation, reduce manual effort, and enhance overall service delivery performanceSupport and promote the use of modern business intelligence platforms and reporting technologiesCollaborate with data management team to improve data accessibility, usability, and report performance across the EDW environmentEnsure reporting solutions comply with applicable state and federal regulations, contractual requirements, and data governance standardsSupport reporting associated with Medicaid programs and regulatory reporting requirementsPartner with data management team to identify and remediate data quality issues impacting reporting deliverablesStakeholder EngagementCollaborate with FSSA program areas, state leadership, and external stakeholders to understand reporting requirements and business prioritiesTranslate business objectives into reporting and analytics solutionsAct as a trusted advisor and subject matter expert, providing strategic guidance regarding analytics capabilities, reporting modernization, well as provide development for other roles you may be interested in.Required Qualifications:10+ years of IT experience6+ years of business and data analysis experience, preferably within healthcare or health and human services environments5+ years supporting health and human services programs such as Medicaid, public health, behavioral health, long-term services and supports (LTSS), and child welfare3+ years supporting Enterprise Data Warehouse (EDW) environments and enterprise reporting programs3+ years managing analytics, reporting, business intelligence, or Business Analysis teams3+ years of experience using strong SQL and data analysis skills to extract, validate, and interpret complex datasets3+ years of experience gathering, documenting, and translating business requirements into actionable reporting and analytics solutions3+ years of experience with business intelligence platforms including Power BI, Cognos, Tableau, or similar enterprise reporting toolsExperience with Medicaid data domainsDemonstrated experience reporting SLAs and manage strict operational timelinesDemonstrated experience on providing strategic guidance to clients, executive leadership, and key stakeholdersPreferred Qualifications:Experience using JIRA, Azure DevOps, or similar work management platformsExperience supporting Medicaid Enterprise Systems (MES), MMIS, Medicaid Data Warehouses, or Social Services Data WarehousesExperience supporting cloud-based analytics platforms such as Snowflake, Azure, Databricks, or equivalent technologiesExperience working within Agile delivery frameworks and leading analytics teams in Agile environmentsExperience establishing reporting governance models, data governance practices, and analytics operating proceduresPossess a working knowledge of business process modelingSolid working knowledge of change management, incident management, and project management methodologiesKnowledge of CMS reporting requirements, T-MSIS, encounter reconciliation, eligibility systems, and healthcare claims processingPay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc.
