Help

This position is located within the Department of the Interior, U.S. Wildland Fire Service, Aviation Operations and Management Division, in Anchorage, Alaska.

At the full performance level GS-14 the major duties of this position include, but are not limited to the following:

  • Serves as the Accountable Manager for the FAA-certificated repair station and senior technical authority responsible for ensuring compliance with Federal Aviation Regulations (FARs), approved repair station manuals, Departmental aviation policy, and USWFS aviation maintenance standards.
  • Directs, supervises, and evaluates aviation safety inspectors, inspector-mechanics, lead mechanics, and support personnel engaged in aircraft maintenance, alteration, inspection, and airworthiness activities supporting wildland fire and all-hazard aviation operations.
  • Exercises delegated authority to evaluate aircraft airworthiness, review and approve maintenance documentation and alteration records, and ensure maintenance activities comply with FAA regulations, manufacturer technical data, and agency aviation policy.
  • Plans, coordinates, and oversees aircraft maintenance, repair, inspection, and alteration activities conducted at fixed facilities and remote field locations under dynamic and time-sensitive operational conditions.
  • Develops, implements, and oversees aviation maintenance safety, occupational health, quality assurance, and risk management programs to ensure safe maintenance operations and regulatory compliance.
  • Serves as Contracting Officer's Representative (COR/COTR) for aviation maintenance and support contracts, monitoring contractor performance, technical compliance, and acquisition activities involving complex aviation assets and services.
  • Manages aviation maintenance resources including high-value aircraft parts inventories, specialized shop equipment, maintenance facilities, government property, and financial tracking systems to support mission readiness and operational continuity.
  • Provides expert technical advice and policy recommendations to senior leadership, interagency partners, contractors, and aviation stakeholders regarding aviation maintenance operations, airworthiness requirements, emerging technologies, and aviation safety matters.
Telework: The U.S. Wildland Fire Service has determined that the duties of this position has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Range Information (Per Annum):

GS-14: $142,216 (step 1) - $184,886 (step 10) per year.

First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements:

To qualify for this position, you must meet the (A) General Requirements, (B) Medical Requirements, (C) General Aviation Requirements, (D) Specialized Experience, (E) Additional Requirements.

(A) General Requirements for All Positions:
  1. Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years;
  2. Valid State driver's license;
  3. Fluency in the English language;
  4. No chemical dependencies or drug abuse that could interfere with job performance; and
  5. High school diploma or equivalent.
(B) Medical Requirements for All Positions: Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, and must meet all of the following requirements:
  1. Have good distant vision in each eye and be able to read printed materials the size of typewritten characters (glasses and contact lenses permitted) without strain;
  2. Have the ability to hear the conversational voice (hearing aid permitted);
  3. Not have any physical condition that would cause them to be a hazard to themselves or others or that would interfere with their ability to fly as passengers in a variety of aircraft.
(C) General Aviation Maintenance Requirements: In addition to the above, applicants must also possess the general aviation maintenance minimum qualification requirements:
  1. Experience involving the maintenance and repair of airframes, power plants, and aircraft systems with responsibility for certifying airworthiness.
  2. Maintenance experience with aircraft 12,500 pounds or less maximum certificated takeoff weight.
  3. Aircraft maintenance experience in a repair station; air carrier or airline repair facility; military repair facility; or local, state or Federal governmental agency.
  4. Aircraft maintenance work experience within the last 3 years.
  5. FAA Mechanic Certificate with airframe and powerplant ratings.

(D) Specialized Experience: To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as experience demonstrating:
  • Experience managing aviation maintenance, airworthiness, and regulatory compliance programs for fixed-wing and/or rotary-wing aircraft operations.
  • Experience applying Federal Aviation Regulations (FARs), FAA repair station requirements, and aviation maintenance standards to ensure aircraft safety and compliance.
  • Experience supervising or leading aviation maintenance personnel and coordinating aircraft maintenance, inspection, repair, and alteration activities.
  • Experience managing aviation maintenance programs, contracts, aviation assets, facilities, equipment, or maintenance resources.
  • Experience communicating technical aviation and maintenance information to leadership, contractors, and operational stakeholders.

(E) Additional Requirements

Applicants must possess:
  • A current FAA Mechanic Certificate with Airframe and Powerplant (A&P) Ratings; and
  • A current FAA Inspection Authorization (IA).

Additional information

Probationary Period: As a condition of employment, you may be required to serve an initial 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. In making this determination, we may consider your performance and conduct, the needs of the agency, organizational goals, and the efficiency of the Federal service.

This is a supervisory position that may require completion of a supervisory probationary period.

Drug Test: This position is designated as a Testing Designated Position (TDP) under the Department of the Interior Drug-Free Workplace Program. The selectee must successfully complete a pre-employment drug test and will be subject to random drug testing as a condition of employment.

Driver's License: A valid state driver's license is required. You may be required to operate a government motor vehicle as part of your official duties.

Background: A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior. The preliminary background check consists of a search of Office of Personnel Management and Department of Defense background investigation files and an FBI National Criminal History Fingerprint Check; it may take up to 3 weeks to complete. If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check. Current Federal employees with an existing background investigation may not be required to undergo additional screening.

Notice of Financial Disclosure Report Requirement: The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.

Employees are expected to perform their duties in an objective and impartial manner and disclose any potential conflicts of interest that could affect their official responsibilities.

Physical Demands: The work is primarily sedentary; however, the position requires occasional physical activity associated with aircraft inspections, maintenance oversight, and field visits. Duties may involve walking on uneven terrain, climbing on and around aircraft, standing for extended periods, and responding to emergency situations.

Working Conditions: Work is performed in office, hangar, maintenance shop, and field environments. Field work may involve exposure to weather extremes, heat, smoke, noise, moving aircraft, and other conditions associated with aviation and wildland fire operations. Travel to remote locations may be required.
