Project Development Project Manager - Bridge Division - (2601352) TxDOT’s Bridge Division is looking for a Project Development Project Manager. This engineer will be part of a team of project managers who manage the Bridge Rehabilitation and Bridge Replacement Funding Program. The program focuses on planned and programmatic bridge preservation, rehabilitation, and replacement projects. Position Overview Manage bridge projects aimed at improving the condition of the largest bridge program in the country. Responsibilities Identify candidate bridge projects for replacement, major rehabilitation, or preventative maintenance using bridge condition data. Plan and develop bridge projects in collaboration with districts, consultants, and in-house design staff. Perform advanced transportation engineering work in areas such as planning, project development and design, construction, traffic operations and maintenance. Ensure compliance with federal and state laws, policies, procedures, standards and guidelines. Engage with governmental officials and private entities; supervise and account for work products. Essential Duties Utilize project management principles in initiating, planning, executing, monitoring, controlling, and closing complex transportation projects. Assist in developing and monitoring budgets. Interpret the Utility Accommodation Policy. Monitor consultants’ progress and work quality; check invoices and associated documents; prepare supplemental agreements. Perform and document in-house research studies. Provide assistance and technical support on bridge maintenance matters. Recommend bridge replacement, rehabilitation, and repair of damaged bridges. Review change orders, supplemental agreements, memorandum agreements, and extra work orders; review monthly and final estimates prior to submittal. Perform other job responsibilities as assigned. Qualifications Education: Bachelor’s degree in engineering or related science; higher degree accepted by TX PELS. Experience: 6 years of engineering or transportation engineering experience (full‑time or prorated part‑time). Related graduate level education may be substituted for experience on a year‑per‑year basis. Licenses and Certifications: Mandatory Texas Professional Engineer (TX PE); mandatory Safety Impact Certificate. Professional engineers licensed in another state must obtain a Texas license within six months of hire. Competencies Knowledge of program/project planning, development, and management methodologies. Expert application of engineering principles, practices, and methods. Proficient facilitation of group work and communication. Strong research, analysis, and policy interpretation skills. Effective public relations and relationship management. Monitoring project status and progress. Logical reasoning and decision‑making skills.
