The primary purpose of this position is planning, formulating, integrating and defending the AFIMSC Deployment and Distribution Portfolio budget. Analyzes requirements for the HQ AFIMSC Financial Plan, Program Objective Memorandum (POM) and Budget Execution Review (BER) processes for Deployment and Distribution. Responsibilities The ideal candidate will be able to provide program management support services as well as subject matter expertise across the installation support Logistics Readiness (LogR) enterprise, to include development of annual and multi-year fiscal planning. They should have a reasonable understanding of typical (LogR) and related operational requirements (i.e., vehicle sustainment and service contracts), and the funding associated with those operations. This experience will help them advocate and defend the need for funding, assess and validate yearly budgetary requirements for the portfolio, and prioritize allocations to ensure the (LogR) portfolio remains robust and capable of meeting mission needs. This experience will also be invaluable in daily conversations with squadron and financial leaders, while acting as a financial liaison to the (LogR )Enterprise across the globe. Position Duties: 1. Manage, evaluate, advise, and promotes Logistics Readiness program within assigned area, e.g. AFMC strategic planning, Program Objective memorandum (POM), Air Force Capabilities Investment Strategy (AFCIS), prioritization of requirements and integration of requirements. Provides Logistics Readiness functional programs/advisory services to management. 2. Provide program management support services in the development of annual and multi-year fiscal planning e.g. Defense Planning Guidance (DPG), planning, programming, budgeting, and Execution System (PPBES) cycles. 3. Provide total program and financial management support and surveillance Logistics Readiness Squadron (LRS) activities throughout the Air Force. As a senior program analyst perform and/or integrate all aspects of the planning, programming, analysis, formulation, justification, presentation, execution, and review functions associated with enterprise LRS funding program. 4. Provide financial advice on complex financial issues; assessments of implementing decisions, and develops enterprise-wide programs. Conducts independent research and study into current or planned financial management policy and procedures to determine impacts in related areas of the Center Mission. 5. Communicate effectively and prepare required correspondence and documentation, e.g. guidance, directions, letters, reports, studies, briefings, background papers, and implementation plans. Maintain continuous liaison with peers, functionals and management at Headquarters Air Force, MAJCOMS, and Centers to integrate and complete actions in the area of specialization. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions . SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Example of specialized experience includes manage, evaluate, advise, and promote logistics readiness programs. Provide program management support services in the development of annual and multi-year fiscal planning. Perform and integrate all aspects of the planning, programming, analysis, formulation, justification, presentation, execution, and review functions associated with logistics readiness programs. Provide financial advice on complex financial issues and develop enterprise-wide programs. Prepare written correspondence and documentations (e.g., formal letters, reports, responses to congressional inquiries and/or briefings). KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of appropriate fiscal law (include "time, purpose and amount" statute) as it applies to the use of appropriate funds and associated legal limitations. Expert knowledge of appropriated fund planning, programming and budgeting procedures within HQ AFMC. Knowledge of single-year appropriations and their characteristics, uses, applications, and structure and knowledge of how Operations and Maintenance funds are received, distributed, and executed (implemented). Ability to formulate and justify assigned budget. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process for management use and decision-making. Ability to communicate effectively both orally and in writing; to gain cooperation from others through tact, courtesy, and diplomacy; and to maintain good working relations. Ability to effectively use personal computers and software programs to include accessing, locating, and manipulate data and information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Education Additional Information AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.
