ADMINISTRATOR III Licensing Specialist Lead

Overview The Maryland Lottery and Gaming Control Agency (MLGCA) is one of the largest revenue sources for the State of Maryland, supporting education, public health and safety, human resources and the environment. The Agency oversees the state’s casino gaming program, provides direction on financial, security, regulatory and licensing procedures, and regulates Sports Wagering, Daily Fantasy Sports, Electronic Bingo and Instant Ticket Lottery Machines located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic, growing business operating 24/7, 365 days a year. Location Montgomery Park Business Center, 1800 Washington Boulevard, Ste. 330, Baltimore, MD 21230. Position Duties Conduct comprehensive investigations of all persons and companies applying for gaming, sports wagering and Instant Bingo licensure in Maryland. Examine FBI/CJIS reports and database searches, analyze and interpret results to determine applicant suitability for licensure. Maintain knowledge of Maryland Gaming and Sports Wagering Laws, COMAR and Division policies. Conduct interviews of applicants, references and other relevant parties to corroborate information disclosed on applications and to establish “Mandatory Exclusion,” “Conduct-Based,” and “CCU-Based” license revocations. Examine and analyze financial documents, accounting records, bank statements, business records, public records, tax records and other relevant information to determine financial suitability of applicants. Provide testimony at Commission Hearings, Appeal Hearings and Maryland Court. Travel within Maryland, throughout the United States and abroad to complete investigative assignments as required. Maintain working knowledge of the “Mandatory Exclusion” Program and the “CCU-Based” and “Conduct-Based” license revocation process. Provide experience, knowledge and guidance to assigned team within the Division. Minimum Qualifications High school diploma or high school equivalency certificate. Six years of administrative staff or professional work experience. Substitution options: 30 college credit hours per year up to four years of required experience; Bachelor's degree plus two years of experience; Master's degree; U.S. Armed Forces military service as a commissioned officer in relevant administrative roles. Preferred Qualifications Experience conducting in-depth investigations determining financial, regulatory and due diligence of individuals. Experience writing detailed investigative reports. Experience supervising a group of employees. Experience with MLGCA’s Licensing and Investigations Division eLicensing system. Experience with Maryland Gaming/Sports Wagering Laws and COMAR related to investigations.
