ADMINISTRATOR III SUPERVISOR-Refund Processing Team ADMINISTRATOR III SUPERVISOR

Introduction The Maryland State Retirement and Pension System (MSRPS) administers benefits for over 397,000 members, including active employees, retirees, and vested participants across 12 retirement systems—supporting the financial security of Maryland’s public servants. Grade 18 Location 120 East Baltimore Street, Baltimore, Maryland 21202 Main Purpose of Job This supervisor’s role oversees the Refund Processing Team within the Death Benefits and Refund Processing Section of the Benefits Processing Unit. The incumbent provides direct supervisory oversight, collaborates with the Section Supervisor, Unit Director, and Deputy Director, and ensures work is planned, organized, assigned, reviewed, and approved in compliance with plan rules, federal and state pension and tax laws, and Board of Trustee policies. Position Duties Determine priorities, assign work, and allocate resources to ensure timely and accurate processing of refunds and pre‑retirement death benefits. Maintain Access databases to track pre‑retirement death benefits/refunds and ensure status is up to date. Ensure timely processing of pre‑retirement death benefits and refunds: Mail initial claim forms within five (5) business days of notification of member death. Process one‑time beneficiary payments for check issuance within thirty (30) calendar days of receipt of completed claim forms. Process automated death benefits (active and final month payments) received by the 10th of the month for payment issuance by the end of the same month. Return deficient, incomplete or incorrect claim or refund forms to the claimant within three (3) business days of receipt. Process refund applications received by the 10th of the month for payment issuance by the end of the same month and applications received after the 10th for payment by the end of the following month. Specific duties that will need to be accomplished include, but are not limited to: Review and approve manual and automated calculations of payments to beneficiaries and estates of active members, including adjustments for any monies owed/due on the account. Authorize non‑monetary or monetary adjustment transactions to the enrollment master file in accordance with Team procedures. Manage and review the tracking database to ensure employees mail timely notices. Approve refund transactions and vouchers for withdrawn accounts on the Miscellaneous Transaction Journal (900) report. Communicate with payees regarding refund payments via the deceased telephone line and handle escalations from staff. Supervise assigned staff: Recruit, interview, hire, train, develop, and evaluate staff performance. Approve or decline leave requests and monitor staff activities per policy. Prepare and complete all aspects of the Performance Evaluation Process. Develop and maintain standard operating procedures (SOP) in compliance with all federal and state laws, Agency policies, and authoritative sources. Develop and maintain expert knowledge of Pension Law, federal and state tax law, regulations, Board policies, and Agency policies related to the duties of the Death Benefit and Refund Processing Team. Conduct special projects and other duties as assigned. Minimum Qualifications Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Six (6) years of administrative staff or professional work. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. Candidates may substitute possession of a Bachelor's degree from an accredited college or university and two years of experience for the required experience. Candidates may substitute possession of a Master's degree from an accredited college or university for the required experience. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer for the required experience. Desired or Preferred Qualifications Two (2) years of supervisory experience. Strong verbal and written communication skills. Excellent customer service skills in sensitive and complex situations. Experience working independently, managing multiple priorities, and meeting deadlines in a fast‑paced environment. Licenses, Registrations, and Certifications Employees in this classification may be required to operate a motor vehicle and must possess a valid motor vehicle operator’s license in the State of Maryland. Benefits Personal Leave – new State employees are awarded six (6) personnel days annually (prorated based on start date). Annual Leave – ten (10) days of accumulated annual leave per year. Sick Leave – fifteen (15) days of accumulated sick leave per year. Holidays – State employees celebrate at least thirteen (13) holidays per year. Pension – State employees earn credit toward a retirement pension. Telework eligibility – the position may be eligible for telework.
