Electrical Infrastructure Project ManagerThis position performs project design, management, and mapping of city electrical infrastructure projects.Key responsibilities include:Performing project management duties; coordinating and overseeing construction and installation of electric infrastructure; scheduling and prioritizing contractor work in coordination with Electrical Services Superintendent; using Microsoft Project to track progress and schedule resources; inspecting and evaluating progress; maintaining detailed records, summaries, and reports.Designing and modifying city electrical infrastructure to exacting standards while focused on safety and improving system reliability; aiding Electrical Services in achieving project goals and milestones.Performing project design duties; planning and designing engineering projects for electrical systems; conducting review and analysis of project viability, needs, cost, and related project details; reviewing and analyzing project proposals, bid packets, specifications, feasibility studies, and cost estimates.Utilizing specialty software to maintain and update electrical and fiber models; maintaining electrical and fiber optic GIS database and related records; collecting and processing GPS data of electrical and fiber optic infrastructure using survey grade GPS equipment.Designing and administering the planning, budgeting, design, and construction of electrical engineering projects for the city's Capital Improvement Plan (CIP).Working with outside agencies on lease agreements, rights-of-way acquisitions, crossing permits and encroachments; negotiating, acquiring, and recording easements from private parties; researching properties, easements, rights-of-way, boundaries and corporate limits; permitting and monitoring the use and occupancy of city-owned rights-of-way and easements.Calculating and estimating materials required for electrical installations; ensuring warehouse maintains adequate inventory levels; permitting release of materials from warehouse; auditing warehouse allocations to ensure accuracy; maintaining record of installation for tracking, system value, and depreciation.Evaluating annual Electrical Engineering budget; forecasting needs based on available funds; reviewing and processing invoices; reviewing and approving purchases.Performing the duties of a Journey Lineworker as needed.Performing related duties as assigned.Knowledge required includes:Applicable city, county, state, and federal statutes, rules, ordinances, codes, and regulations.Electrical substation, transmission, distribution, and fiber optic systems.The National Electric Code and the National Electric Safety Code.Warehouse operations.Budget processes and procedures.Land records, boundary limits, etc.Computers and job-related software programs.Assessing and prioritizing multiple tasks, projects, and demands and working within deadlines to complete projects and assignments.Assessing, analyzing, identifying, and implementing solutions to complex problems.Establishing and maintaining effective working relations.Use of computers and job-related software programs.Supervisory controls include very general instructions from the Utilities Director, with spot-checks by the superintendent or supervisor. Guidelines include City Chapter 17, utility line extension policies, city construction specifications, the National Electric Code, the National Electric Safety Code, the APPA Safety Manual, and the city policies and procedures.The work consists of varied project management duties and design practices. The purpose of this position is to design and manage the construction of electrical and fiber optic infrastructure. Success in this position contributes to the efficiency and effectiveness of a variety of electrical and fiber operations.Contacts are typically with co-workers, other city personnel, contractors, developers, property owners, school and business representatives, and members of the general public. Contacts are typically to give or exchange information, resolve problems, provide services, and negotiate and settle matters.The work is typically performed while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell. The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is exposed to hazardous electric currents and machinery with moving parts. Work requires the knowledge and use of protective devices such as masks, goggles, gloves, etc.Supervisory and management responsibility is none.Minimum qualifications include:Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.Sufficient experience to understand the principles relevant to the major duties of the position, usually associated with the completion of an approved apprenticeship or having had a similar position for a minimum of 5-7 years.Possession of Journey Lineworker certification, Journey Electrician license, or Engineering Technical Training AND relevant electrical safety and technology experience.Possession of or ability to readily obtain a valid driver's license issued by the State of Wyoming for the type of vehicle or equipment operates.Experience with Geographic Information Systems (GIS) mapping software/programs preferred.Thank you for your interest in the City of Gillette!
