Overview

Fleet Data Centers designs, builds and operates mega-scale data center campuses. Fleet provides its customers with flexibility and predictability to meet their upside demand forecasts, addressing a key need in the market as traditional leased models are struggling to keep pace with the demand for new Cloud and AI infrastructure. Fleet is led by a team of industry veterans that have already made a lasting imprint on the evolution of global digital infrastructure and are committed and uniquely capable of upleveling data center development scale and operations in the face of rising demand. Fleet is well positioned to bring in-house design, engineering and operational capabilities to collaborate with customers on tailored solutions for campuses of 500MW+. This unique model enables Fleet to provide the world’s largest and most sophisticated customers with a seamless extension of their own data center fleets with constant access to design innovation. Fleet is headquartered in Denver, Colorado, with satellite offices in Seattle, WA and Arlington, VA.

Position Overview

The Global Vice President, Environmental, Health & Safety is Fleet's most senior EHS leader, accountable for the entire EHS management system across every phase of the business, from design and construction through commissioning and live mission-critical operations. This role owns Fleet's EHS policy, standards, procedures, and assurance framework globally, while directing a field organization of Directors, Managers, and Specialists who execute at each campus. The Global VP EHS is accountable for three outcomes: zero preventable incidents, an audit-ready compliance posture across all jurisdictions, and an EHS management system mature enough to scale without dilution as Fleet adds campuses. Positioned within the DC EHS & Security organization, this leader partners daily with Physical Security, Design & Engineering, Construction, Commissioning, and Operations leadership, and is the executive voice of EHS to Fleet's president, customers, insurers, and General Contractor executives.

Job Responsibilities

  • Construction EHS Leadership & Field Oversight •
  • Own EHS performance standards for General Contractors and all subcontractors across every active construction site, setting the tone through visible and felt leadership consistent with Fleet's Visible and Felt Leadership Procedure.
  • Direct the Director of EHS Construction and site-level Construction Managers and Specialists across South Valley, Peru Ridge, and Caldwell Valley, ensuring the Global Construction EHS Policy is applied consistently regardless of site, region, or General Contractor.
  • Oversee High-Risk Activity (HRA) programs across all campuses, including working at heights, energized electrical work, control of hazardous energy, lifting operations, mobile equipment, material handling, confined space entry, ground disturbance, driving, temperature extremes, and noise.
  • Own Safety in Design, ensuring hazards are engineered out during design review rather than controlled administratively in the field, and that the Safety in Design committee holds real influence over construction packages. •
  • Own the Management of Key Performance Indicators program, defining the leading and lagging indicator set, the dashboards leadership reviews, and the escalation thresholds that trigger intervention when HRA controls prove ineffective. • Set and enforce EHS readiness gates for periods of known elevated risk, including energization, commissioning, and construction-to-operations handover. Contractor and Supplier EHS Risk & Assurance •
  • Own the end-to-end EHS lifecycle for Fleet's third-party workforce, spanning General Contractors, subcontractors, Owner Direct vendors, OFCI and CFCI partners, and facility service providers, from pre-qualification through onboarding, operational oversight, and performance assurance.
  • Direct the contractor pre-qualification and selection process, including use of platforms such as ISNetworld or Avetta, and the review of safety statistics, programs, and regulatory citation history before any vendor is approved to mobilize.
  • Own the EHS Bridging Document framework that defines the interface between Fleet's EHS policy and each contractor's own safety program, eliminating gaps in responsibility across complex GC, subcontractor, and owner-direct workstreams.
  • Lead the Contractor and Supplier EHS Balanced Scorecard and chair Monthly Business Reviews with vendor executives, using performance data to drive continuous improvement plans or contractual performance action. • Own the EHS Deviation and Change procedure, ensuring every requested exception to Fleet EHS requirements passes through a documented, risk-based assessment before approval.
  • Build the Senior Manager, EHS Risk & Assurance function and the supplier assurance audit program, including a risk-based audit schedule and disciplined closure of critical findings. Environmental Sustainability & Regulatory Compliance
  • Own Fleet's environmental compliance posture across all campuses, covering air, water, waste, stormwater, and land-disturbance permitting, and adherence to all federal, state, local, and international regulations including OSHA, EPA, and country equivalents.
  • Direct the Director of Environmental Sustainability and own the Global and Regional Environmental Policy, ensuring it keeps pace with Fleet's expanding construction and operating footprint.
  • Ensure environmental risk is assessed alongside safety risk during Safety in Design reviews, site selection input, and campus planning, rather than being addressed after design decisions are locked.
  • Set the strategy for environmental performance reporting to Fleet leadership and, where required, to customers and regulators who depend on Fleet's disclosures for their own compliance obligations.
  • Maintain regulator and agency relationships proactively so inspections, permits, and jurisdictional reviews do not become schedule risks. Emergency Preparedness & Crisis Management
  • Own and continuously evolve Fleet's emergency response organization, ensuring every campus, in construction and in live operation, maintains a constant state of readiness.
  • Develop and maintain emergency response plans tailored to the distinct risk profiles of active construction sites versus live, mission-critical data center environments.
  • Lead the design and execution of recurring training, tabletop exercises, and drills, including joint exercises with General Contractors, subcontractors, and key vendors to prove coordination and communication under real conditions.
  • Own Incident and Metric Reporting, and lead or oversee Root Cause Analysis for all significant and high-potential incidents, ensuring investigations remain factual and non-blame while driving systemic corrective and preventive action rather than administrative fixes.
  • Facilitate the EHS post-mortem process with Fleet executive leadership, and ensure lessons learned are rapidly distributed across every site to prevent repeat occurrences.
  • Serve as the senior EHS incident commander interface during crisis events, coordinating with Physical Security, Operations, Legal, Communications, and customer stakeholders. EHS Governance, Policy & Management System • Serve as executive owner of Fleet's EHS Management System Framework, including the full library of EHS policies, procedures, standards, and tooling, and ensure the document governance model is followed so that controlled documents are easy to find, easy to trust, and easy to maintain.
  • Chair the Fleet EHS Committee, setting the agenda, driving decisions, and holding the organization accountable for resulting actions. • Own the EHS Employee Onboarding Procedure and the EHS Performance Recognition framework, ensuring culture-building programs scale as Fleet's employee and contractor populations grow.
  • Report EHS performance, trends, systemic weaknesses, and management system maturity to senior leadership on a defined cadence, translating field-level data into executive decisions on risk, resourcing, and schedule.
  • Build and develop the EHS organization, including the Director of DC EHS Operations, Director of EHS Construction, Director of Environmental Sustainability, site EHS Operations and Construction Managers, EHS Coordinator, and EHS System Administrator functions, with clear ownership, succession depth, and career progression.
  • Partner with Legal, Procurement, Supply Chain, and Security leadership on EHS-adjacent policy, including contractor-facing EHS policy and guidance, drug and alcohol standards, and insurance and underwriting requirements.

Education & Experience

  • Bachelor's degree in Occupational Health & Safety, Engineering, Environmental Science, or a related field; Advanced degree preferred.
  • 12+ years of progressive EHS leadership experience, including a minimum of 5 years leading EHS across multiple sites or a portfolio of high-risk construction projects in data centers, heavy industrial, semiconductor, oil and gas, or comparable mission-critical environments.
  • Demonstrated experience building or materially maturing an EHS function and team through a period of rapid organizational growth, ideally in a high-growth or PE-backed environment.
  • Required certification: Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), NEBOSH Diploma, or country equivalent such as CMIOSH or CRSP. Lead Auditor certification for ISO 45001 or ISO 14001 preferred.
  • Deep expertise in High-Risk Activity management, with particular strength in electrical safety (NFPA 70E, CSA Z462) and arc flash mitigation, control of hazardous energy, work at height, confined space entry, and complex lifting operations.
  • Strong command of contractor EHS management standards such as ANSI/ASSP Z10 and ISO 45001, and environmental management frameworks such as ISO 14001.
  • Working familiarity with data center critical infrastructure, including UPS systems, generators, chillers, CRAC and CRAH units, and fire suppression, and an understanding of how EHS risk profiles shift between construction, commissioning, and live operations.
  • Proven ability to design and operate an EHS management system, including document control, policy hierarchy, procedure authorship, deviation management, and audit readiness.
  • Proficiency with EHS software platforms for compliance tracking and reporting (for example Gensuite, Enablon, or Intelex), construction platforms such as Procore, and data visualization tools such as Excel or Power BI for leading and lagging indicator reporting.
  • Required knowledge of OSHA, EPA, and state and local regulatory frameworks, including how to translate them into company-specific, enforceable internal requirements.
  • Industry Experience Required: data center, mission-critical infrastructure, or comparably high-risk construction and industrial EHS experience.
  • Preferred: Experience managing EHS across a multi-site portfolio operating simultaneously in active construction and live operations, and experience supporting campuses at 500MW+ scale.

  • Coaching orientation, capable of moving contractor and internal leaders from a compliance mindset to a commitment mindset, and of developing Directors into the next generation of EHS leadership.
  • Builder mentality and high autonomy, with a track record of standing up systems, teams, and governance structures in ambiguous, fast-moving environments.

Annual Compensation Range $250,000 -$280,000 Base Salary + Discretionary Bonus

Other Location Northern Virginia, Denver, Seattle, Austin, Tx

Field Work Location Significant onsite presence expected at Fleet's active Nevada campuses (South Valley, Peru Ridge) and Caldwell Valley, plus periodic presence at the Denver, CO and Seattle, WA offices.
