Safety and Occupational Health Manager

Summary

This position is located in the Small Business Administration, Office of the Chief Operating Officer in Washington, DC. The incumbent is responsible for planning, organizing, controlling, evaluating, and advising on the formulation, implementation, maintenance, and modification of the SBA's safety and occupational health program throughout the SBA Headquarters (HQ) and all field locations comprised of numerous district offices and processing centers.

As a/an Safety and Occupational Health Manager at theGS- 0018-13, some of your typical work assignments may include:

• Responsible for planning, organizing, directing, operating and evaluating a safety and occupational health program.
• Conducts risk assessments and hazard analysis in the workplace to identify potential safety issues.
• Designs and delivers safety training to SBA employees on topics such as accident prevention, first aid, deployment safety, and workplace safety.
• Assist in developing and enforcing agency security policies to ensure compliance with ISC policies and
  best practices.
• Possess knowledge of a wide range of Security Specialties to include access physical, personal, and operational security to identify and resolve conflicting and complex policy and program objectives, and procedures within the security functional area.

Qualifications

In order to qualify for this position, you must meet one of the Individual Occupational Requirement (IOR) options for the Safety and Occupational Health Manager position.

• Completed a undergraduate or higher level degree in a major safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. (You must provide copy of transcripts with your resume).

• Experience in one (1) of the following specialties such as managing safety or occupational health program elements; developing and recommending safety and occupational health policy to higher levels of management; applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards; inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects; work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

• Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination. (You must provide copy of certification with your resume).

In addition to the Occupational Requirement, you must also meet the Minimum Qualifications stated below.

GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector:

1. Managing a comprehensive safety and occupational health program.
2. Developing and implemented safety policies, conducted risk assessments, hazard analysis, inspections and regulatory compliance audits.
3. Advising senior leadership on safety, occupational health, and emergency preparedness.
4. Delivering agency wide safety and security training.

Generally, time in Non-Pay status as a federal employee is not creditable towards the specialized experience requirement listed above.
