Human Resource Analyst 2

Overview The Southeast Veterans' Center is looking for a Human Resource Analyst 2 who will promote fairness, teamwork, and productivity across the facility. The role guides employee relations, informs staff, supports and ensures a positive environment. Responsibilities Staff Oversight: Supervise timekeeping staff and act as facility Time Advisor. Leave Review: Review timekeeping procedures, resolve payroll issues, and train supervisors on leave processes. Disciplinary Actions: Conduct investigations, guide supervisors, and ensure discipline is applied consistently with policy and contract language. Grievance Management: Research cases, prepare responses, and present positions in meetings and hearings. Union Coordination: Lead labor management meetings, negotiate issues, and maintain productive relationships with union representatives. Performance Support: Assist supervisors with employee performance reviews and improvement plans. Work Schedule and Additional Information Full‑time employment, 37.5 hours per week. Work hours: 8:00 AM – 4:00 PM, Monday–Friday, with a 30‑minute lunch. Telework: This position does not allow telework. Salary: Starting salary may be non‑negotiable in some cases. Qualifications One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth or equivalent Federal title). Or two years of analytical experience including one year of professional human resource or equal opportunity experience, and a bachelor’s degree. Or an equivalent combination of experience and training. Must meet the PA residency requirement. Must be able to perform essential job functions. Legal Requirements Conditional offer requires a medical examination. This position falls under the Older Adult Protective Services Act, requiring clearance reports (PA State Police and FBI).
