Job TitleBusiness Analyst III (PASRR / Medicaid Systems)LocationAustin, TX100% Remote (Telework) – Texas Residents OnlySubject to change at manager discretionEngagement TypeContract (Staff Augmentation)Project OverviewThis role supports enhancements to a Long-Term Care Online Portal (LTCOP) to automate the request and authorization of IDD Habilitative Specialized Services (IHSS) as part of a federally required Preadmission Screening and Resident Review (PASRR) process.The system is used by long-term care providers to submit forms, screenings, evaluations, and Medicaid-related assessments. The project begins in early 2026, with system implementation targeted for mid-2026.Role SummaryThe Business Analyst III will serve as a key contributor on an IHSS automation initiative, working closely with program leadership, Product Owners, Agile sprint teams, and business stakeholders.This role provides subject matter expertise, leads business analysis activities, documents and improves business processes, supports Agile delivery, and ensures system functionality aligns with Medicaid and PASRR requirements.Key ResponsibilitiesAnalyze program policies and procedures and assess impact on automated systemsElicit, document, and validate complex business and system requirementsReview and approve vendor-produced technical and functional documentationAct as liaison between business stakeholders, technical teams, and vendorsDevelop and maintain business process maps, system design procedures, and quality standardsIdentify, prioritize, and manage product backlog items and user storiesCreate test plans, test strategies, scenarios, and exit criteriaExecute and support system testing and User Acceptance Testing (UAT)Track and report testing status, risks, issues, and mitigation plansIdentify project risks and recommend mitigation strategiesSupport Agile ceremonies and SDLC activitiesDevelop training materials and deliver end-user training as neededPerform related duties as assignedRequired Qualifications8+ years of experience as a Business AnalystExperience supporting application or software development projectsStrong requirements documentation and stakeholder engagement skillsExperience translating business needs into technical solutionsExperience reviewing and approving vendor-developed requirementsAgile/Scrum methodology experienceBacklog management and user story prioritization experienceTest planning, execution, and UAT experienceExperience with Medicaid Management Information Systems (MMIS)Strong written and verbal communication skillsProficiency with Microsoft Teams, Word, Excel, Visio, and PowerPointPreferred QualificationsExperience with Texas Medicaid programsPASRR experienceExperience with Long-Term Care Online Portal (LTCOP)Experience supporting state or government systemsWork ScheduleMonday–Friday, 8:00 AM – 5:00 PM (CT)Occasional evenings, weekends, or holidays may be required with approvalThis is a high PRIORITY requisition.
