Senior Accountant

Job Summary Under the general supervision of the Parks Superintendent, performs lead role functions in the analysis, identification, and provision of departmental security and safety needs. Assists the Parks Superintendent and the Parks Planner in the analysis, development, and implementation of all elements in the department’s budget program and the evaluation of park operations; performs special projects and provides support for special events as required. Examples of Duties Works with the Parks Superintendent and Parks Planner to develop a 10-year capital needs assessment and to develop and implement an annual capital budget during the budget development period; Works with the Parks Superintendent to develop and implement an annual operating budget that accurately reflects departmental needs and quantifies operations costs to justify budget submissions; Develops bid specifications in consultation with specialty vendors to enable the bidding of complex facility equipment such as HVAC units, electrical systems, athletic field lighting, specialized pool equipment, roofing systems, sewer lift stations, and other facility infrastructure. Prepares and solicits bids that are consistent with City bid requirements; Prepares well scoped and specified contracts to implement bid results, consistent with City requirements; Under the supervision of and in coordination with the Parks Planner, manages capital and operational construction projects in a manner that ensures successful contract implementation in a cost effective manner; In coordination with other key staff, maintains and builds complete map and survey files on existing and proposed park areas; maintains and builds complete site plan, specification, warranty, and construction blueprint files on project sites and specific park projects; In coordination with other key staff, implements the capital improvement program, the capital outlay program, and the operating budget; Coordinates with other departments, civic groups, and related stakeholders for Recreation and Parks participation in community wide special events, celebrations, or other programs for the public; Plans, implements, supervises, and evaluates the operation of park facilities and programs; If appropriate due to position specific requirements, examines existing program offerings, evaluates, and implements new program offerings designed to promote educational opportunities for participants. Develops a marketing strategy to promote park programs and to maximize program use. Seeks out collaborative opportunities with internal and external partners; Develops a revenue strategy that examines revenue opportunities; tracks and evaluates revenue history to determine trends and opportunities; Selects, trains, coordinates, and evaluates both regular and seasonal park personnel, including Park Rangers; Coordinates with other departments and divisions, particularly the Risk Management Division, and internal staff to review and evaluate facility safety and standards. Coordinates safety training for Recreation and Parks staff, and reviews and evaluates vehicle accident reports; Manages the work order software and system to ensure that work orders are directed to the correct maintenance staff in a timely manner and that historic records are accurately maintained; Assists in projecting maintenance costs for both existing facility operations and proposed park projects. Assists in refining schedules to ensure optimum use of assigned staff; Develops and implements a Recreation and Parks facility and equipment inspection protocol to ensure emerging issues are identified prior to problems occurring; Assists in the development of time and cost standards for routine park maintenance functions, park construction, and program offerings; Manages the vehicle inventory requirements of the department, including the maintenance of vehicle registrations, records, fuel usage, and vehicle replacements; Performs other related duties as assigned. Minimum Qualifications Education and Experience: Graduation from an accredited college or university with a degree in parks and recreation administration, business management, construction administration, or other closely related field, supplemented with courses and seminars in landscaping, parks maintenance, and safety management; and Four years experience in parks and recreation management; or An equivalent combination of education and experience which provides the required knowledge, skills, and abilities. Knowledge, Skills, and Abilities the fundamentals of parks and open space development, resource management, and recreation programming; parks construction and maintenance trades and tools. Skill In the development of maps, charts, and prints. Ability To read and understand blueprints, maps, engineered drawings and specifications and communicate with contractors; evaluate existing parks facilities and project future needs and costs; use sound judgment and initiative to complete assigned work and initiate new projects with a minimum of supervision; compile written reports in an organized and logical manner; perform a broad range of supervisory responsibility over others; express ideas clearly and concisely in both oral and written form; establish and maintain effective working relationships with City officials, the general public, and other employees. Special Requirements Valid North Carolina driver’s license; Certified Playground Safety Inspector (CPSI) certification or the ability to obtain within one year of hire.
