PO Human Resource Manager

Job Details Location: Lynchburg, VA 24501 Job Type: FT (Benefits Eligible) Job Purpose The HR Manager leads and manages day‑to‑day operations within the Office of Human Resources at the University of Lynchburg. This role oversees recruitment and talent acquisition, onboarding, employee relations, performance management support, compensation administration, and regulatory compliance. The HR Manager promotes a productive, supportive, and inclusive campus climate aligned with the University’s mission. Specific Job Duties Talent Acquisition & Recruitment Management: Partner with hiring managers and search committees to draft job descriptions, post positions, develop diverse candidate pipelines, coordinate interviews, and ensure fair hiring practices. Comprehensive Onboarding: Oversee design and execution of university‑wide staff onboarding and orientation programs. Employee Relations & Advocacy: Serve as primary confidential resource for employees and supervisors; conduct preliminary inquiries into grievances and coordinate with the Director on sensitive personnel issues. Regulatory Compliance: Monitor and ensure compliance with federal, state, and local employment laws (FLSA, FMLA, ADA, Title IX, EEOC); update the Employee Handbook and deliver training. Performance Management Support: Administer the annual performance appraisal cycle, providing guidance and tools to supervisors. HRIS, Reporting & Recordkeeping: Maintain accuracy and security of personnel records; compile and analyze HR metrics to guide decisions. Proficiency with HRIS systems, database tools, Google Workspace. Physical Demands Prolonged periods of desk/computer work and sitting. Frequent fine motor movements (typing, document handling). Ability to lift up to 15lbs. Required Qualifications Minimum 3–5years of progressively responsible HR management or generalist experience. Strong understanding of core HR disciplines and compliance guidelines. Proficiency with HR technology, HRIS databases, business collaboration platforms. Preferred Qualifications Professional HR certification (SHRM‑CP, SHRM‑SCP, PHR, SPHR). Experience in higher education or similar multi‑stakeholder setting. Education High school degree plus postsecondary education; Bachelor’s in HR, Business Administration, or related field is highly preferred.
