Position – Public Relations Specialist - Human Resources
Florida State Guard – Tallahassee, Florida

Status - Full-Time, $25 - $28 per hour Depending on Experience

Position Summary

The Entry-Level Recruiter is responsible for identifying, engaging, and recruiting qualified volunteer candidates to join the Florida State Guard's Initial Entry Training (IET) program. This position serves as the first point of contact for prospective members and plays a critical role in growing the organization by educating the public about volunteer service opportunities, guiding applicants through the recruitment process, and supporting them through enrollment into IET.

The recruiter develops relationships with community organizations, educational institutions, veteran groups, and civic leaders to increase awareness of the Florida State Guard's mission and attract qualified volunteers committed to serving the State of Florida during emergencies and disasters.

Essential Duties and Responsibilities :

1. Recruit qualified volunteer candidates for enrollment into the Florida State Guard Initial Entry Training (IET) program.
2. Conduct outreach through community events, career fairs, veteran organizations, colleges, and public presentations.
3. Educate prospective volunteers on the mission, structure, training requirements, and benefits of serving in the Florida State Guard.
4. Build and maintain a pipeline of qualified applicants using customer relationship management (CRM) tools and recruiting databases.
5. Conduct applicant interviews and initial eligibility screenings.
6. Guide applicants through the application, background screening, and onboarding process.
7. Maintain regular communication with applicants to improve engagement and reduce attrition prior to IET attendance.
8. Coordinate with unit leadership and IET staff to ensure timely scheduling and enrollment of recruits.
9. Develop partnerships with community organizations, local governments, emergency management agencies, and other stakeholders to support recruiting efforts.
10. Maintain accurate recruiting metrics and prepare periodic reports on recruiting activities and outcomes.
11. Represent the Florida State Guard professionally while adhering to all applicable policies, regulations, and ethical standards.
12. Support retention initiatives by maintaining relationships with new members through successful completion of IET.
13. Support the Office of External Affairs by capturing content for social media, coordinating with volunteers in the field, and all other duties pertaining to recruitment efforts.

Minimum Qualifications :

1. High school diploma or equivalent; an associate or bachelor's degree is preferred.
2. Strong interpersonal, communication, and public speaking skills.
3. Ability to build relationships with diverse populations.
4. Excellent organizational and time-management skills.
5. Proficiency with Microsoft Office applications and basic database or CRM systems.
6. Ability to work independently while meeting recruiting goals.
7. Valid Florida driver's license and ability to travel throughout assigned recruiting areas.
8. Ability to work evenings and weekends as required for recruiting events.

Preferred Qualifications :

1. Experience in recruiting, marketing, social media, customer service, or community outreach.
2. Knowledge of emergency management or volunteer organizations.
3. Experience presenting to groups and conducting public outreach campaigns.

Working Conditions :

1. Frequent travel within assigned geographic areas.
2. Regular attendance at community events, career fairs, and public outreach activities.
3. Evening and weekend work may be required.
4. Primarily office- and field-based work with occasional outdoor activities.
