: Org. Setting and Reporting This position is located in the Reimbursement Claims Management and Performance Section (RCMPS) of the Uniformed Capabilities Support Division (UCSD), Office of Supply Chain Management (OSCM) in the Department of Operational Support (DOS). The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions. The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, Global Service Center, Aviation Safety Section and the Enabling and Outreach Service. UCSD serves as the single point of entry within the Secretariat for operational and policy matters relating to support and reimbursement to military and police contingents deployed to United Nations (UN) field operations. Reimbursement payments to contributing countries are one of the largest costs of United Nations peacekeeping. RCMPS is responsible for the calculations, analysis and processing of reimbursement to troop-and police-contributing countries on account of contingent personnel, major equipment and self-sustainment, as well as death and disability compensation for all uniformed personnel. The incumbent will report to the Chief of Section or designated official. Responsibilities Within limits of delegated authority and under the supervision of the Chief of Unit, the Finance and Budget Assistant will be responsible for the following duties: Budget: May act as Certifying Officer on behalf of and in the absence of programme managers at offices outside of headquarters. Provides support with respect to the review, analyses and preparation of the medium-term plan and its revisions. Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. Assists managers in the elaboration of resource requirements for budget submissions. Undertakes research and provides support to higher level Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies. Monitors expenditures and compares with approved budget; prepares adjustments as necessary. Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. Assists in preparation of budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. Monitors integrity of various financial databases. Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. Co-ordinates with other finance and budget staff on related issues during preparation of budget reports. Claims: Reviews and analyses detailed reports and submissions in processing payments to individuals and troop- and police-contributing countries with respect to death and disability compensation and reimbursement of contingent-owned equipment and letters of assist claims. Provides assistance to troop- and police-contributing countries on issues pertaining to equipment reimbursement frameworks and death and disability compensation matters to relevant field operations. Treasury: Reviews inter and intra-unit payments and other reimbursement transactions processes with aim to optimize workflow and customer orientation. Notifies payees of status of payments. Follows up on audit recommendations on payments/reimbursements. Files and archives payments/reimbursements as required. General: Keeps up to date on documents/reports/guidelines that have a bearing on matters related to programme of work, ensuring compliance with intergovernmental recommendations and decisions, as well as with United Nations policies and procedures. Drafts or prepares correspondence to respond to inquiries with respect to relevant financial and budget matters. Processes, dispatches the Section's correspondence, as well as ensures completion of the Section's correspondence in Unite. Maintains and keeps up-to-date files. May be responsible for providing guidance, training and daily supervision to other General Service staff in the area of responsibility. Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. Performs other related duties, as assigned. Competencies Professionalism: Knowledge of, and ability to apply financial rules, regulations and procedures in the UN environment. Education High school diploma or equivalent. Job - Specific Qualification Not available. Work Experience A minimum of seven years of experience in finance, budget, accounting, administrative services or related area is required. Experience in applying financial rules and procedures is required. Experience in the use of computer systems, such as financial modules, automated budgeting and accounting, and related financial systems is required. Experience in the use of spreadsheets and word processing applications is required. Experience in the processing of complex claims based on negotiated agreements is desirable. Experience in data analytics or related area is desirable. Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable. Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview. Special Notice This position is temporarily available until 30 June 2025 with possibility of extension, subject to funding availability. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
