Affordable Housing Assistant Community Manager

Assistant Community Manager Responsible for overseeing, under the supervision of the Community Manager, the everyday operations and financial functions of the housing community. Plays a vital role in delinquency management and rent collection to optimize cash flow, manages all phases of operations—including personnel, leasing, maintenance, financial, administration, and risk management—in the absence of the Community Manager. On‑site leader supervising all aspects of the property and staff to ensure compliance with company policies, safety, fair housing guidelines, and liability concerns. Responsibilities Financial Management: Post all payments and income for residents and non‑current residents accurately and timely. Process and reconcile daily account receivables. Monitor and follow up on bad debt, prepare late notices, contact residents and guarantors, file evictions. Help property meet budgeted revenues, expenses, and Net Operating Income. Post all charges to resident and non‑current resident accounts, including billback of utilities where applicable. Perform end‑of‑month closing procedures and reporting. Maintain accurate records and audit resident files. Walk units, post move‑out charges, statements, and security deposit refunds. Personnel Management: Ensure regular onsite attendance. Screen, hire, train, coach, and develop onsite staff using company directives. Provide ongoing training, coaching, counseling, and guidance to ensure staff effectiveness. Promote staff harmony and quality performance through support and leadership. Ensure compliance with company policies and procedures. Strategic Leasing Management: Ensure effective leasing techniques to obtain closure and meet follow‑up procedures. Maintain accurate and up‑to‑date lease documentation and reporting. Implement marketing strategies and systems as per the annual marketing plan. Handle resident complaints, concerns, and requests to ensure satisfaction. Develop and implement resident retention programs (functions, promotions, newsletters). Effectively show, lease, and move‑in prospective residents. Administrative Management: Provide excellent customer service, monitor service request turnaround, and responsiveness of maintenance staff. Maintain property appearance, schedule repairs, and conduct regular inspections. Supervise all business functions related to operations. Plan and utilize property resources, equipment, and supplies economically. Qualifications Minimum of 1 year experience with affordable housing programs (LIHTC, HUD, Section 8, PRAC, USDA, etc.). Understanding of affordable housing accreditation and designations preferred. High School Diploma or equivalent; bachelor’s degree preferred or two years of industry experience. Ability to understand and perform onsite software functions; basic computer skills required. Basic knowledge of Fair Housing Laws and OSHA requirements. Physical Requirements Regularly remain stationary, standing or sitting for prolonged periods, communicate with others, repeat motions involving wrists, hands, fingers. Move about worksite, ascend/descend ladders, stairs, scaffolding, ramps, step stools, lift and place objects up to 25 lbs, operate machinery or power tools, operate motor vehicles/golf carts, work overtime, weekends, night hours. Work in small/enclosed spaces, traverse flat/non‑flat terrain, work in extreme temperatures, outdoors, in precipitation and wind, exposure to hazardous chemicals.
