Position Summary: The Financial Strategies Group (FSG) is responsible for producing sound and timely analysis to support financial policy decision making. Working cross‑functionally within the Division of School Budget Planning and Operations (DSBPO), FSG develops financial strategies aligned with New York City’s Public School’s (NYCPS) educational priorities; addresses specific financial policy and resource allocation questions, and develops data‑driven actionable policy recommendations. FSG’s research and analysis contributes to the development of budget allocation formulae and expenditure trend forecasting. Reports to: Managing Director Direct Reports: N/A Key Relationships: Divisions of Finance, Division of Inclusive and Accessible Learning, English Language Learners and Student Support, Human Resources, District Planning, Student Enrollment, Teaching and Learning, Field Support, and Strategic Partnerships. Responsibilities Design, conduct, manage, and present complex financial and other data analyses in support of NYCPS’s leadership policy decisions. Research and present viable improvements for school funding formulas to ensure school operational sustainability and financial equity. Lead the development and execution of strategic financial planning initiatives aligned with NYCPS long‑term policy and operational priorities. Oversee cross‑functional projects, ensuring alignment between financial policy, operational goals, and regulatory requirements across departments. Establish and enforce analytical standards, governance frameworks, and quality control processes to ensure consistency and integrity of financial reporting and modeling. Drive innovation in financial analytics, including the adoption of advanced modeling techniques, automation tools, and data‑driven decision‑making frameworks. Utilize complex spreadsheet and database applications, including advanced Microsoft Excel formula methods and Access database functions, to maintain, develop, and apply financial policy. Undertake research and compile reports on effective and efficient service delivery structures for key NYCPS cost‑driver operations (e.g., General and Special Education instructional and related services; English Language services for English Language Learners; Academic Intervention Services; CTE program offerings; New School and Charter models). Quantitatively assess the impact of policy changes in special education and related service delivery by school. Compile, analyze, and report quantitative and qualitative information on program effectiveness. Provide knowledge base of current research and best practices on school finance and budget administration. Coordinate and compile reports and data in response to inquiries from the media and external stakeholders. Provide analytical and project management support to other units within DSBPO, Finance, other NYCPS departments, and external oversight agencies for key strategic initiatives. Develop and deliver training to analysts in other units within the Department to build capacity in sound modeling, analytical practices, and presenting results. Assist in the development of data warehouses and consistent, actionable reporting solutions and tools that strategically streamline and automate the production of core/standard management reporting and information. Assist in the online postings of all documents and financials required to support budget transparency, including but not limited to school allocation memoranda, guidance for principals and borough/citywide staff, and financial reports as required by city, state, and federal law, ensuring accessibility of web pages and documents. Identify budget issues and trends and make recommendations for strategically addressing situations as needed. Manage special assignments that may include analytical support needed to assist in responses to inquiries from OMB and other fiscal monitors. Minimum Qualification Requirements A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full‑time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or A baccalaureate degree from an accredited college and four years of satisfactory full‑time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or Education and/or experience equivalent to "1", or "2" above. Graduate education in areas other than those mentioned above may be substituted for the professional experience, but not for the 18 months of managerial experience described in "1" above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in "1" above. Preferred Quantitative and qualitative analytical skills that allow for interpretation of budgetary, financial, and related management information. Advanced Excel and Access skills. Experience with very large data sets. Knowledge of VBA. Knowledge of advanced statistical software. Salary: $110,969 – $128,502 (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
