Position Summary

TeamGOV is seeking an experienced HVAC Journeyman to operate, maintain, troubleshoot, and repair commercial HVAC and related building systems supporting a federal customer at a courthouse facility in downtown Portland, Oregon. This is a hands-on position responsible for keeping critical systems safe, dependable, energy efficient, and fully documented. Commercial HVAC experience is required.

Union Compensation and Benefits

This is a union represented position. The hourly wage is established by the applicable collective bargaining agreement and is not individually negotiated. The position includes scheduled wage increases, including annual increases when provided by the agreement, and union benefits in accordance with the governing agreement and employer plan documents. The current rate and benefit details will be confirmed with qualified candidates before an offer is issued.

Essential Responsibilities

·    Perform scheduled preventive maintenance, inspections, testing, troubleshooting, adjustment, and repair of commercial HVAC and mechanical equipment.

·    Service chillers, boilers, cooling towers, air-handling units, rooftop units, pumps, motors, heat exchangers, fan coil units, VAV boxes, hydronic systems, refrigeration equipment, and related components.

·    Monitor building automation and energy management systems, respond to alarms, verify equipment operation, and report abnormal conditions.

·    Diagnose mechanical, electrical, pneumatic, electronic, and controls-related HVAC problems using drawings, manuals, meters, gauges, and diagnostic tools.

·    Replace or repair motors, belts, bearings, valves, actuators, filters, controls, sensors, pumps, and other system components within authorized scope.

·    Complete work orders accurately in the CMMS, including labor hours, materials, readings, findings, corrective actions, and equipment status.

·    Support equipment outages, seasonal changeovers, water treatment activities, indoor air quality response, and emergency restoration of building services.

·    Read and follow blueprints, schematics, sequences of operation, manufacturer instructions, contract procedures, and safety requirements.

·    Apply lockout tagout, fall protection, confined-space, refrigerant-handling, electrical safety, and other required safe work practices.

·    Coordinate work with the Chief Engineer, Project Manager, other trades, subcontractors, and federal customer representatives.

·    Maintain tools, work areas, mechanical rooms, supplies, and parts in a safe, clean, and inspection-ready condition.

·    Identify equipment deficiencies and recommend appropriate repairs, parts, operational changes, or energy-saving improvements.

·    Respond professionally to occupant service requests and protect sensitive courthouse operations while completing work.

·    Perform other related commercial building operations and maintenance duties within the contract scope.

Minimum Qualifications

·    High school diploma or GED and completion of a recognized HVAC apprenticeship, trade school program, or equivalent combination of training and experience.

·    At least 5 years of hands-on journey-level commercial or institutional HVAC experience. Residential-only HVAC experience does not meet this requirement.

·    Demonstrated ability to independently troubleshoot, maintain, and repair large commercial HVAC equipment and controls.

·    Knowledge of refrigeration, air distribution, hydronic systems, electrical fundamentals, building controls, and preventive maintenance practices.

·    Ability to read blueprints, schematics, wiring diagrams, specifications, sequences of operation, and technical manuals.

·    Ability to use a CMMS or electronic work-order system and produce complete, accurate service documentation.

·    Strong safety awareness, reliability, customer service, and communication skills.

·    Valid driver's license and ability to meet employer driving requirements when operation of a company or government vehicle is required.

Preferred Qualifications

·    EPA Section 608 Universal Certification, NATE certification, HVAC Excellence certification, or another recognized commercial HVAC credential is a strong plus.

·    Oregon trade license or applicable refrigeration, boiler, low-voltage controls, or building operator credential is a strong plus.

·    Experience with central plants, building automation systems, variable-frequency drives, chillers, boilers, and occupied high-security facilities.

·    Experience working in a federal, courthouse, high-rise, hospital, campus, or other mission-critical environment.

·    Experience working under a collective bargaining agreement.

Federal Site and Work Requirements

·    Must be able to pass the background investigation, identity verification, badging, and suitability requirements necessary for access to a federal courthouse.

·    Must comply with courthouse security procedures, site conduct requirements, safety rules, and restrictions applicable to occupied federal facilities.

·    Must be available for scheduled overtime, after-hours work, call-back duty, and emergency response as required by the contract and collective bargaining agreement.

·    EPA Section 608 certification is required before independently performing work that involves regulated refrigerants.

Physical Requirements

Ability to routinely walk mechanical spaces, climb ladders and stairs, work from elevated positions, bend, kneel, reach, and safely lift or move up to 50 pounds. Work may occur in mechanical rooms, rooftops, confined areas, and locations with temperature, noise, dust, or equipment hazards. Reasonable accommodations may be provided as required by law.
