Proposal Specialist

Monitor portfolio performance and financial transparency, including staffing, utilization, margin, and forecast accuracy Provide portfolio-level metrics for leadership Partner with engagement leaders to align delivery with client outcomes Identify and resolve systemic delivery risks Build appropriately scaled operational infrastructure Own operational rigor on federal engagements, including contract alignment, documentation, and compliance Help pursue and win task orders through OASIS+, GSA schedules, GWACs, and agency IDIQs Maintain awareness of the federal pipeline Build relationships across the Washington, DC contracting ecosystem Support cross-team coordination between US and international teams Support hiring and workforce planning Report to the Product Owner of the firm's US Consulting business and work closely with the COO Requirements 4-7 years in consulting, professional services, or portfolio/program management Direct federal contracting experience required Hands-on familiarity with OASIS+, GWACs (Alliant 2, 8(a) STARS III, CIO-SP3), GSA Multiple Award Schedules, and agency-specific IDIQs/MACs Working understanding of consulting/professional-services business metrics, including utilization, margin, staffing leverage, and forecasting Strong familiarity with the Washington, DC government contracting ecosystem Comfortable influencing senior leaders without formal authority No security clearance required for this role today Agile/Scrum delivery-method experience is a plus, not required Federal contracting/proposal-capture know-how is the top priority Technical or delivery-methodology background is a plus, not a requirement Core Competencies Demonstrates expertise in federal contracting and portfolio management, with a strong focus on operational rigor, compliance, and metrics analysis. Proven ability to build relationships within the Washington, DC contracting ecosystem and influence senior leaders effectively.
