MENTAL HEALTH PROGRAM MANAGER II / EMERGENCY APPOINTMENTS HOMELESSNESS

Position Overview TYPE OF RECRUITMENT: OPEN COMPETITIVE - EMERGENCY. Filing Dates: May 28, 2026 at 9:00 A.M. (Pacific Time). This opportunity will remain open until the needs of the service are met. Exam Number: b4741F-EA. The LA County Board of Supervisors declared a local state of emergency for homelessness. The County is expanding its response to address housing, mental health, and substance use. We are seeking passionate individuals to serve as Mental Health Program Manager II in response to the homelessness crisis. Applicants who meet the requirements may be hired for an initial period of up to 90 days, with a possibility for permanent appointment. Responsibilities Provide full range of administrative supervision, planning, assigning, overseeing, and evaluating the work of subordinate staff; provide technical guidance and support. Participate in development, negotiation, implementation, and management of the budget for countywide program support operational areas, clinic, or programs overseen. Formulate policies and procedures concerning program administration, ensuring compliance with federal and state Medicare and Medicaid regulations for reimbursement claiming and maximum recovery costs for directly operated billable services. Develop and monitor revenue‑generation procedures and objectives for managed programs. Implement reporting procedures to ensure program services utilization and revenue data are reported accurately and timely. Coordinate delivery of staff training necessary to maintain mandated levels of services. Monitor service delivery to ensure services conform to acceptable standards of care and establish and modify program monitoring and review methods as necessary. Oversee audits and implementation of audit recommendations. Represent managed programs in meetings with county departments, state and federal agencies, and other public and private entities. Investigate complaints from patients and others through Patients' Rights Division. Collaborate with departmental HR on employee investigations, performance, new positions, reorganization, and relocation. Initiate and approve requisitions for supplies and personnel required to operate programs. Assist in negotiation, implementation, and evaluation of departmental program contracts. Minimum Requirements Training and Experience Option I: Valid current license to practice as a clinical social worker, marriage and family therapist, psychologist, or registered nurse issued by the appropriate California licensing agency AND one year providing managerial direction, through subordinate supervisors, in the operation of mental health services delivery programs at the level of Mental Health Program Manager I. Option II: Valid current license to practice as a clinical social worker, marriage and family therapist, psychologist, or registered nurse AND three years of experience supervising a multidisciplinary team at the level of Mental Health Supervisor, Senior Mental Health Counselor, R.N., or Supervising Psychologist. Option III: Bachelor’s degree in Psychology, Social Work, Sociology, Public Health, Nursing, Health Administration, Human Services, Business Administration, Public Administration, or closely related field AND two years’ experience providing managerial direction through subordinate supervisors at the level of Mental Health Program Manager I, OR five years of bona‑fide supervisory experience providing administrative and technical direction at the level of Health Program Analyst III. One year of required experience is accepted for a Master’s degree in one of the aforementioned fields.

• Bona‑fide supervisory experience includes responsibility for planning, assigning, and reviewing the work of staff, evaluating employee performance, participating in interview and selection of new staff, and performance management.
• *Health Program Analyst III is defined as supervising a team of analysts and other technical and support personnel providing technical and consultative services to the management of a health program or overseeing an organization‑wide health program.

Licensing and Physical Requirements Valid California Class C driver license or ability to utilize an alternative method of transportation to carry out job‑related essential functions. Physical Class II – Light: Positions requiring light physical effort, occasional light lifting to a 10‑pound limit, and some bending, stooping, or squatting; may involve considerable ambulation. Assessment During the initial 90‑day period, performance will be assessed and weighted 100%.
