HEALTH PROGRAM ANALYST III/ EMERGENCY APPOINTMENTS HOMELESSNESS

Job Overview Open Competitive‑Emergency – Health Program Analyst III vacancies with the Department of Mental Health, focused on addressing homelessness, mental health, and substance use issues. Applicants will be placed on an initial contract of up to 90 days, with the possibility of permanent County employment following a performance assessment. Responsibilities Supervise or independently execute development, implementation, and evaluation of program services or sub‑programs. Assist in formulation of plans, policies, and objectives for the program. Coordinate and facilitate collaborative efforts among public, private, and nonprofit groups to meet target population needs. Provide leadership, technical assistance, advocacy, and coalition‑building on behalf of targeted groups. Review staff written recommendations on budgets, policy issues, pending legislation, regulations, and technical research related to the program area. Supervise investigations of contracted agency operations performed by subordinate analysts, including high‑sensitivity or complex issues. Advise staff in analysis and preparation of grant applications; monitor program activities and ensure grant compliance. Review written reports on program activities and progress toward overall goals; develop written program goals and specialty plans. Develop and administer contracts with mental health and public health program service providers; monitor compliance with contract requirements. Conduct meetings with departmental, public, private, and nonprofit groups to discuss and influence policy issues. Participate in development and implementation of community action plans and policy. Supervise coaching and coordination of professional and technical staff implementing program objectives. Attend and conduct meetings with department officials and community‑based organizations on program issues. Oversee evaluation of awareness campaigns and assist in design and layout of promotional materials. Selection Requirements Option I: Bachelor's degree in Social Work, Counseling, Health Care Administration/Management, Public Administration, Behavioral Sciences, Social Sciences, Business Administration, or a closely related field AND five years of experience in mental or public health program analysis (two of which at the analyst II level). A Master's degree may substitute one year of required experience. Option II: Seven years of experience performing assignments in mental or public health program analysis, with two years at the analyst II level. License Valid California Class C Driver License or acceptable alternative transportation. Physical Class Physical Class II – Light: Administrative and clerical duties requiring light effort, occasional lifting to a 10‑pound limit, bending, stooping, or squatting. Considerable ambulation may be involved. Special Requirements Foreign or non‑U.S. degrees must be evaluated for equivalency to U.S. accredited institutions by a recognized credential evaluation agency.
