FISCAL OFFICER I /EMERGENCY APPOINTMENTS HOMELESSNESS

Job Overview The Department of Mental Health is seeking qualified candidates to fill emergency Fiscal Officer I vacancies related to the homelessness crisis. Under the emergency order applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. During the initial work period applicants will be assessed on their performance. Those who successfully pass the assessment will be considered for permanent appointment to Fiscal Officer I. Responsibilities Plan, assign, direct, and evaluate the work of accounting, budget control and compilation, cashiering, supply, payroll, statistical, data processing, and other staff or service activities of a department. Have major non-accounting financial responsibility involving supervision of an active collection program, making recommendations concerning the management and investment of large funds, preparation of highly technical financial analyses and projections, or negotiation and administration of revenue producing agreements. Have major substantive responsibility for the formulation, analysis, and negotiation of departmental operating and program budgets, as needed. Advise and consult with management concerning the accounting and financial implications of existing and projected departmental operations. Supervise or personally conduct cost, revenue, and accounting systems and procedures studies; write reports of findings; and secure approval for implementation of recommendations from departmental administration and the Auditor‑Controller when necessary. Analyze and interpret accounting provisions of laws and regulations and recommend steps for their implementation. Coordinate the work of subordinate accounting, financial, and other activities with other divisions, departments, and clientele. Act as immediate overall assistant to a higher level fiscal officer. Minimum Requirements 21 semester or 32 quarter units of accounting in an accredited college or university including at least two courses in cost accounting, governmental accounting, or auditing. Option I: Three (3) years of responsible professional accounting or auditing experience at the level of Accountant III, Accounting Systems Analyst I, or Intermediate Accountant‑Auditor or higher. Option II: Two (2) years of responsible supervisory accounting experience at the level of Accounting Officer I or higher. Applicants must meet the above requirement(s) at the time of filing to be appointed to fill any vacancies related to this recruitment. Licensing and Physical Requirements License: A valid California Class C Driver License or ability to utilize an alternative method of transportation when needed to carry out job‑related essential functions. Physical Class II – Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved. Special Requirement Information To receive credit for the required coursework, applicants must include a legible copy of official transcripts within seven (7) calendar days from the date of filing. Unofficial transcripts will not be accepted. Password‑protected documents are not accepted. Foreign Degree Equivalency Foreign degrees must be evaluated for equivalency to United States accredited institution standards by an academic credential evaluation agency recognized by the National Association of Credential Evaluation Services or the Association of International Credential Evaluators, Inc. Exam Content During the initial work period, applicants will be assessed on work performance. The assessment will be weighted 100%. Successfully passing the assessment will lead to permanent appointment consideration. Fair Chance Employer The County of Los Angeles is a Fair Chance employer.
