OVERVIEW

LA County Board of Supervisors declared a local state of emergency for homelessness. The Department of Mental Health seeks qualified candidates to fill emergency Health Program Analyst II vacancies related to the homelessness crisis. Applicants may be hired for an initial period of up to 90 days, with an opportunity for permanent county employment following a performance assessment.

RESPONSIBILITIES

Develop new programs and recommend modifications to existing programs based on needs analysis. Coordinate and facilitate collaborative efforts among public, private, and non‑profit groups. Coordinate and participate in meetings to discuss and influence policy issues. Develop and implement community action plans and ensure progress toward policy passage. Evaluate the quality and effectiveness of services and operations; develop standards for quality assurance. Investigate aspects of contracted agency operations, including financial capacity, contract management, client records, and personnel management. Perform detailed review of budgets submitted by contract agencies to evaluate program designs; prepare written recommendations. Research and analyze protocols, best practices, policy issues, pending legislation, regulations, potential funding sources, and technical research; make recommendations. Prepare position papers/recommendations on issues relating to the program area. Work with departmental staff on contract development, selection criteria, and preparation of statements of work. Prepare and analyze applications for complex grants and monitor program activities to ensure quality assurance. Attend and conduct meetings with department officials and community‑based organizations. Prepare written reports on program activities and progress. Initiate or participate in awareness campaigns promoting the program. Lead or mentor analysts as needed.

SELECTION REQUIREMENTS

Option I: A Bachelor's degree from an accredited institution in Social Work, Counseling, Health Care Administration/Management, Public Administration, Behavioral Sciences, Social Sciences, Business Administration, or a closely related field, and at least four years of full‑time experience in the analysis of mental health or public health programs, with at least two years at the level of Health Program Analyst I. A Master’s degree in the same fields may substitute one year of the required experience in the analysis of mental health or public health programs. Option II: Six years of experience performing assignments in mental health or public health program analysis, with at least two years at the level of Health Program Analyst I.

LICENSE

Valid California Class C Driver License or alternative transportation method.

PHYSICAL CLASS

Physical Class II – Light (mainly administrative, clerical positions with occasional light lifting up to 10 pounds).
