CLINICAL PSYCHOLOGIST

Full Time/Part Time Regular Part Time Total Hours Per Week 19 From Salary $95.00 To Salary $95.00 Job Summary: The Clinical Psychologist is responsible for providing comprehensive developmental, psychological, behavioral health, and clinical services to infants, children, and adolescents receiving services through the Article 29-I Medical Clinic. The position specializes in assessing developmental, cognitive, emotional, behavioral, and social functioning, with particular attention to early childhood development, infant mental health, trauma, attachment, and the unique developmental and behavioral health needs of children and youth in foster care. The Clinical psychologist works collaboratively within an interdisciplinary team to identify developmental and behavioral health needs, formulate clinically appropriate recommendations, and support individualized treatment planning. The position provides consultation and education to caregivers, foster parents, staff, and other members of the treatment team regarding child development, behavioral health, trauma, attachment, and strategies that promote healthy developmental outcomes. The Clinical psychologist provides evidence-based and trauma-informed interventions to children and caregivers, supports parent-child relationships, and participates in the Parent-Infant Treatment Program. The position may also contribute to program development, quality improvement, clinical research, and initiatives designed to strengthen developmental and behavioral health services for children and families involved in the child welfare system. This position functions within a Medicaid-billable program. The Clinical Psychologist is expected to maintain an active caseload, provide medically necessary and billable clinical services consistent with applicable regulations and agency standards, complete required clinical documentation within established timeframes, and meet agency-established productivity expectations. Duties & Responsibilities Clinical Assessment and Treatment Conduct comprehensive developmental, psychological, behavioral, social-emotional, and cognitive assessments of infants, children, and adolescents. Conduct developmental assessments for Spanish-speaking children and families when clinically appropriate and within the scope of professional competency. Assess developmental delays, developmental functioning, emotional and behavioral concerns, trauma-related symptoms, attachment, caregiver-child relationships, and social-emotional development. Identify developmental strengths, areas of concern, risk factors, protective factors, and service needs. Develop individualized, developmentally appropriate, and trauma-informed treatment recommendations based on clinical assessment findings. Provide evidence-based therapeutic interventions to children, adolescents, parents, caregivers, and families within the scope of the position. Provide infant and early childhood mental health interventions for high-risk parent-child and caregiver-child dyads. Support healthy attachment, emotional regulation, developmental milestones, caregiver responsiveness, and positive caregiver-child interactions. Provide behavioral and developmental consultation to biological parents, foster parents, kinship caregivers, and other caregivers as appropriate. Monitor developmental and clinical progress and modify treatment recommendations or interventions when clinically indicated. Identify changes in functioning or emerging clinical concerns and communicate recommendations to appropriate members of the interdisciplinary treatment team. Care Coordination and Interdisciplinary Collaboration Participate as an active member of multidisciplinary and interdisciplinary treatment teams. Collaborate with pediatricians, psychiatrists, nurses, social workers, foster care staff, Health Home Care Managers, behavioral health providers, educators, therapists, and community-based providers. Coordinate and facilitate clinically appropriate referrals to Early Intervention, Committee on Preschool Special Education (CPSE), Committee on Special Education (CSE), school-based services, Children and Family Treatment and Support Services (CFTSS), Home and Community Based Services (HCBS), and other developmental, behavioral health, and community resources. Assist children, families, and caregivers in understanding and navigating educational, developmental, behavioral health, and community service systems. Provide clinical consultation to agency staff regarding child development, infant and early childhood mental health, attachment, trauma, developmental concerns, and behavioral health needs. Participate in case conferences, treatment planning meetings, discharge planning, and other collaborative activities necessary to promote continuity of care. Education, Consultation, and Program Development Provide education, consultation, and training to caregivers, foster parents, biological parents, staff, and other stakeholders regarding child development, attachment, trauma, developmental milestones, behavioral health, and caregiver-child relationships. Participate in the Parent-Infant Treatment Program and other clinical initiatives supporting infant and early childhood development. Contribute to program evaluation, quality improvement initiatives, outcome monitoring, and approved clinical research activities related to child development, behavioral health, and foster care. Assist in identifying service gaps and opportunities to strengthen developmental and behavioral health programming. Support the development and implementation of evidence-informed and evidence-based programming designed to improve developmental, behavioral, and social-emotional outcomes for children and youth in care. Documentation, Quality, and Regulatory Compliance Complete assessments, treatment plans, progress notes, reassessments, discharge summaries, and other required clinical documentation accurately within established timeframes. Maintain clinical documentation that clearly reflects the services provided, clinical rationale, treatment progress, and medical necessity when applicable. Ensure documentation supports applicable Medicaid billing and regulatory requirements. Maintain confidentiality and comply with applicable federal, state, regulatory, professional, and agency requirements. Adhere to applicable Article 29-I, Medicaid, New York State Office of Mental Health (OMH), New York State Office of Children and Family Services (OCFS), HIPAA, and agency policies and procedures. Participate in quality assurance activities, utilization reviews, internal and external audits, compliance reviews, and corrective action activities as required. Maintain records in the agency's electronic health record system in accordance with established documentation standards. Billable Service and Productivity Expectations Maintain an active caseload consistent with program needs, clinical appropriateness, and agency expectations. Provide medically necessary and billable clinical services in accordance with applicable Article 29-I, Medicaid, payer, regulatory, and agency requirements. Meet agency-established productivity expectations for billable clinical services and client contacts. Ensure billable encounters are documented accurately and completed and submitted within established agency timeframes. Maintain accurate scheduling, service delivery, and documentation practices necessary to support timely and compliant billing. Complete required administrative responsibilities, supervision, meetings, training, care coordination, and other non-billable responsibilities in addition to assigned billable clinical services. Immediately communicate barriers that may affect caseload management, documentation compliance, service delivery, or productivity expectations to the appropriate supervisor. Professional Responsibilities Participate in clinical supervision, multidisciplinary meetings, case conferences, staff meetings, and required agency training. Maintain professional competency through continuing education, professional development, and ongoing review of current clinical practices. Remain current regarding best practices in developmental psychology, infant and early childhood mental health, trauma-informed care, attachment, child welfare, and culturally responsive practice. Maintain appropriate professional boundaries and adhere to applicable ethical and professional standards. Demonstrate sensitivity to the cultural, linguistic, developmental, socioeconomic, and family-system needs of children and families served. Perform other duties as assigned that are consistent with the scope and responsibilities of the position. Education & Experience Doctoral degree (Ph.D. or Psy.D.) in Developmental Psychology, Clinical Psychology, School Psychology, or a closely related field. Fluency in English and Spanish preferred, including verbal communication, required. Written proficiency sufficient to perform assigned professional responsibilities is also required. Minimum of three years of experience working with infants, children, adolescents, and families, preferably within child welfare, foster care, healthcare, developmental services, or behavioral health settings. Demonstrated knowledge of child and adolescent development, infant and early childhood mental health, developmental disorders, trauma, attachment, behavioral health, and caregiver-child relationships. Knowledge of the unique developmental, behavioral health, and healthcare needs of children and youth involved in foster care. Knowledge of New York State child welfare, behavioral health, developmental, and educational service systems. Physical Requirements Prolonged periods of sitting at a desk and working on a computer may be required. Ability to perform duties that may require interaction with infants and young children in developmentally appropriate settings. Ability to lift and/or carry up to 25 pounds, with or without reasonable accommodation, when required to perform essential job functions. Ability and willingness to travel to other agency locations and approved service settings as required.
