Program Analyst - Human Resources

Impact you will have As a Program Analyst in Human Resources, you will play a critical role in strengthening HR operations and employee support across San José Unified. You will leverage strong analytical skills to manage complex processes, analyze data, support strategic decision-making, and improve operational efficiency. In addition, you will provide support in key areas such as attracting, hiring and retaining talent, substitute services, risk management, employee benefits, leaves, and workforce programs that directly impact employees throughout their career lifecycle. Through collaboration, problem-solving, and a commitment to exceptional customer service, you will help ensure employees receive the support they need while contributing to efficient, compliant, and people-centered HR systems that ultimately support student success. Human Resources Program Analyst Responsibilities Coordinating and supporting a variety of Human Resources programs, processes, and services Analyzing data and preparing reports to support decision-making, compliance, and continuous improvement efforts Providing support for recruitment, hiring, onboarding, and employee lifecycle processes Assisting with substitute services, employee leaves, benefits administration, risk management, and other HR functions as assigned Researching, interpreting, and applying policies, procedures, labor agreements, and employment regulations Managing projects, timelines, and operational workflows to ensure efficient service delivery Responding to employee, applicant, and administrator inquiries while providing exceptional customer service Maintaining accurate records, databases, and documentation using district systems and technology Developing training materials, presentations, communications, and process documentation as needed Collaborating with schools, departments, and external partners to support district staffing and employee service needs Identifying process improvements and implementing solutions to enhance efficiency, accuracy, and compliance Maintaining confidentiality while handling sensitive employee and organizational information Supporting department and district goals through proactive problem-solving, project coordination, and effective communication. What you need for this position High School diploma, bachelors or Associates Degree in a related area, or 4 years of relevant work experience with increasing responsibility Resume and letter of introduction outlining your desire and qualifications for this position Comfort with Excel pivot tables, vlookups, and if statements Experience analyzing data Experience maintaining accurate records, databases and documentation Roles Available 40hrs./wk 12 month 1 hour lunch 8:00am-5:00pm (Time may vary for the substitute desk role) SB 848 Child Safety & Employment Disclosure Requirement Effective January 1, 2026, in accordance with California Senate Bill 848 (School Employee Misconduct/Child Abuse Prevention Act), applicants for employment with San José Unified are subject to enhanced child safety, training, and employment disclosure requirements. Under SB 848, schools are required to strengthen background vetting procedures and obtain employment history information related to allegations of egregious misconduct involving students. Former employers may be contacted to release records regarding substantiated findings of misconduct as permitted by law. Failure to provide complete and accurate information regarding prior educational employment or relevant misconduct findings may result in disqualification from the hiring process or withdrawal of an offer of employment. SB 848 also expands mandated reporter requirements and requires annual child abuse prevention training for employees and certain volunteers by July 1, 2026. All employees must comply with district-adopted child safety policies, including procedures for supervising and protecting students.
