Responsibilities include work for Retail Foods, Certified Food Manager, Drugs and Medical Devices, and Seafood and Aquatic Life programs under Texas Health and Safety Code Chapters 431, 436, and 437, and Title 25 of the Texas Administrative Code Chapters 228, 229, and 241. Primary duties focus on Retail Food initial applications and all Drugs and Medical Devices applications. Duties also encompass quality assurance/quality control activities on printed licenses, permits, certificates, and registrations; processing, approving, or initiating denial of all types of applications for all listed programs; determining jurisdiction of businesses/entities under DSHS laws; communicating and interpreting statutes, rules, and policies to applicants, license holders, other DSHS units, the public, and other government agencies via verbal and written means; generating performance reports; maintaining databases; serving as backup to other unit staff; and participating in disaster response, recovery, or COOP activation as required. Essential Job Functions EJF 1 (40%) – Receive and review initial Retail Food applications for completeness, determine fees, resolve deficiencies, determine jurisdiction, approve, reject, deny, or move to deny applicants, aid branch manager in rule amendments, provide policy interpretation to federal, local, other state agencies, DSHS inspectors, internal staff, and applicants; enter applications into RAS and maintain tracking and filing system. EJF 2 (15%) – Receive and review initial Drugs and Medical Devices applications, resolve deficiencies, determine jurisdiction, approve, reject, deny or move to deny applicants, aid unit manager in rule amendments, provide policy interpretation, enter applications into RAS, and maintain tracking and filing system. EJF 3 (30%) – Receive, review, and process all renewal and amendment applications for all programs; determine jurisdiction and eligibility; approve, reject, deny or move to deny applicants; refer to appropriate agency if out of jurisdiction; interpret rules, regulations, policies and inspection results; determine licensing eligibility; interpret crime records; ensure payment processing and reconciling remittance accounts; maintain RAS database; notify noncompliant establishments; assist staff with internet research; maintain accounting and automated data processing records. EJF 4 (5%) – Develop, monitor, and enter data into RAS regarding license issuance and fee collection; assist in legislative responses; prepare statistical, financial, and performance reports; monitor and audit fee payments; review remittances and applications; assist in planning, development, operations, and evaluation of RAS. EJF 5 (5%) – Perform other duties as assigned, including participation in disaster response, recovery, or COOP activation, potentially requiring alternate shift pattern or location. EJF 6 (5%) – Act as backup to other unit staff on a scheduled and as needed basis; answer phones and print licenses, permits, certificates, and registrations. Knowledge, Skills, & Abilities Experience with local, state, and federal laws regulating Retail Foods, Certified Food Manager, Drugs and Medical Devices, and Seafood and Aquatic Life programs. Experience with permitting, licensing, certifying, and registering procedures. Experience reviewing work of others. Computer skills: Word, Excel, PowerPoint, SharePoint, Adobe. Experience using the Regulatory Automation System or other databases. Ability to prepare written correspondence and reports. Ability to gather, assemble, correlate, and analyze facts. Skill in interpreting and applying rules, regulations, policies, and procedures. Skill in reading, interpreting, and evaluating inspection reports. Ability to work independently with minimal supervision. Ability to plan and organize programs and supervise technical personnel. Ability to establish priorities and schedule workload. Ability to manage time effectively and exercise good judgment. Ability to communicate effectively, both verbally and in writing, with program personnel, state and local officials, boards, associations, and the public. Ability to meet scheduling, workload, and reporting deadlines. Ability to work with a diverse group of people. Ability to work as an effective team member. Ability to schedule leave appropriately considering workload and projects. Ability to coordinate activities between branches within the Consumer Protection Division. Ability to interpret complex policies and allocate tasks. Registrations, Licensure Requirements or Certifications N/A Initial Screening Criteria Experience with permitting, licensing, certifying, and registering procedures. Experience using the Regulatory Automation System or other databases. Experience with computers and software: Word, Excel, PowerPoint, SharePoint, Adobe. Additional Information The posted salary range is the full range for this position. Agency salary policy, budget and candidate’s qualifications will dictate final salary offer.
