EMS Information Specialist III

Job Summary Under the direction of the State EMS Director, the Information Specialist III performs consultative services and technical assistance on EMS and trauma system policies, provides technical assistance to program staff, monitors the EMSInfo mailbox, oversees research projects, drafts rules, tracks legislative bills, assists in designing and producing quarterly electronic newsletters, maintains compliance with the communication style guide, backs up web updates, coordinates advisory councils, public hearings, staff trainings, and the annual DSHS award program. Essential Job Functions Assist the State EMS Director in preparing justifications for and implementing policy changes, plan and prioritize workload, and manage complex projects. Research Texas Administrative Code and EMS rules to evaluate, analyze, and draft rule language and processes. Develop, update, and coordinate web content; design internet/intranet pages; participate in newsletter design; monitor the EMSInfo email box. Develop program goals and objectives, prepare reports, and recommend policy changes; work closely with the Director on policy implementation. Represent the department at meetings, speaking to community groups, EMS providers, staff, and local governmental entities. Prepare materials for Governors EMS Trauma Advisory Council (GETAC) including agendas and public notices. Assist with Out‑of‑Hospital Do‑Not‑Resuscitate program inquiries. Support disaster response and continuity of operations activities, possibly requiring alternate shifts or locations. Knowledge, Skills, and Abilities Knowledge of office practices and administrative procedures. Knowledge of Texas and agency administrative rules, regulations, laws, policies, and procedures. Proficiency in current computer systems and programs, including word processing, databases, internet, Teams, and email. Strong planning and organizational skills. Ability to interpret public health laws and regulations. Attention to detail and ability to perform detailed tasks with high accuracy. Effective communication skills, both oral and written. Maintain strict confidentiality of information as required. Qualifications Graduate from high school or GED plus two years of college; experience in EMS operations or drafting amendments to the Texas Administrative Code may substitute college years on a year‑for‑year basis. Hold or be able to obtain a valid Texas driver’s license within 60 days of employment. Must maintain an acceptable driving record. Other Requirements Work onsite 8:00 a.m.–5:00 p.m., Monday–Friday, with occasional evenings, weekends, and holidays as needed. Requires statewide travel; employees must provide transportation. Benefits and Compensation Salary range: $5,121.16 – $5,152.00 per month. The position follows DSHS starting salary guidelines. Benefits are available through the State of Texas Group Benefits Plan administered by the Employee Retirement System of Texas (ERS). Telework and Travel Telework: Not eligible. Travel: Up to 15%.
