Overview Job Title: Mental Health Consultant (Black Cultural KSA) – Corrections Health.Department: Multnomah County Health Department.Location: Multnomah County Detention Center (Downtown), Juvenile Detention Center (NE Portland), or Inverness Jail Detention Center (Near PDX airport). Floats to any of these sites.Employment Type: Full-time, regular, non‑exempt, eligible for overtime. Pay Range: $41.45 – $50.97 per hour. Opening until July 15, 2026. Hourly base pay plus a 10% Jail Side premium for Mental Health Consultants. 5% hourly premium for possessing the Black Cultural Knowledge, Skills & Abilities (KSA). Additional benefits overview: Responsibilities Provide direct services—assessment, crisis intervention, counseling, case management, and discharge planning—for the mentally ill client population in jail. Provide indirect services—case consultation, group facilitation, education, research, and selected administrative and patient‑care duties. Receive clients on a referred, emergent or follow‑up basis; perform initial psychiatric/psychological workup and formulate assessment and treatment plans using DSM‑5 and ASAM placement criteria. Document client care accurately through electronic medical records and SOAP charting. Manage a large caseload and interface with providers and support staff. Use de‑escalation skills to defuse potentially violent or aggressive situations. Participate actively in the Mental Health Team—consult with providers, nurses, and monitor client response to treatment. Assist in court processes when subpoenaed, explaining client mental‑health status. Work closely with Correction Deputies and Juvenile Custody Support Specialists during day‑to‑day encounters with mentally ill clients. Qualifications Minimum Qualifications / Transferable Skills Certified Qualified Mental Health Professional (QMHP‑C) through the Mental Health & Addiction Certification Board of Oregon (MHACBO) or hold an independent license—LPC, LCSW, LMFT, PsyD—issued by the Oregon Board of Licensed Professional Counselors and Therapists, the Oregon Board of Licensed Social Workers, or the Oregon Board of Psychology. Current CPR/BLS certification (valid upon hire). Background investigation required; employment contingent on passing. Proficiency with electronic medical records and SOAP charting. Experience managing a caseload and working with correctional populations. Preferred Qualifications / Transferable Skills Minimum two years of experience in a fast‑paced clinical setting as a master’s level clinician providing individual and group psychotherapy, diagnostic assessment, and treatment. Independent licensure in Oregon (Licensed Clinical Social Worker, Licensed Professional Counselor, Licensed Marriage & Family Counselor, Licensed Clinical Psychologist) or license‑eligible status. Experience working in a correctional or other secure setting. Experience with severe mental illness, risk assessment, and crisis intervention. Desirable certification in Alcohol and Drug Counseling. Required Knowledge, Skills, and Abilities (KSA) Advanced knowledge of and experience working with the African‑American community. Understanding of cultural considerations that impact clients, including over‑representation of Black, Indigenous, and other People of Color in the criminal/legal system and the impact of trauma, including racial trauma. Knowledge of historical and current barriers to mental health services and familiarity with traditions, values, and customs of the African‑American/Black community.
