This position serves as the Government & Public Employees (GPE) Group Chief Information Officer (GCIO) and principal policy formulating administrator for the total management process of the GPE Group supporting the Capital Development Board, Department of Revenue, Department of Lottery, Illinois Liquor Control Commission and Governor’s Office on Management & Budget. Essential Functions

• Subject to management approval, serves as the Group Chief Information Officer (GCIO) and policy formulating official for the Government & Public Employees (GPE) Group for the Department of Innovation & Technology (DoIT), supporting the Capital Development Board, Department of Revenue, Department of Lottery, Illinois Liquor Control Commission and the Governor’s Office on Management & Budget.
• Serves as policy formulating official, participating in determining DoIT policy which fixes objectives or states principles to control actions toward operating objectives in DoIT. 
• Directs and coordinates the Government & Public Employees Group engaged in providing diverse IT services to applicable state agencies through direction of subordinates and subordinate supervisory personnel.
• Serves as official agency spokesperson for the Government & Public Employees Group with the Governor’s Office, legislators, State agency heads, vendors, contractors, public, private, and federal officials on IT services, DoIT initiatives, and issues, possessing full authority to negotiate agreements and independent authority to commit and reallocate Government & Public Employees Group resources to enhance efficiency and services provided on behalf of DoIT.
• Serves as full-line supervisor. 
• Advises the Deputy Secretary and DoIT Leadership regarding program development, fiscal status, and other related matters.
• Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill and mental development equivalent to completion of four (4) years college with coursework in management information systems, information technology, computer science or directly related fields.
• Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in Information Technology in a public or business organization.
• Requires four (4) years of professional experience supervising IT professionals in a large and complex public or business organization.

Preferred Qualifications

• Five (5) years of professional experience in managing major computer systems and platforms.
• Four (4) years of experience developing, implementing, and interpreting departmental policies and procedures.
• Four (4) years of professional experience in effective enterprise-related planning and decision-making.
• Four (4) years of professional experience analyzing administrative programs and developing and implementing an effective course of action.
• Four (4) years of professional experience advising regarding program development, fiscal status, and other related matters.
• Ability to develop and manage a major agency program.
• Ability to estimate and budget for future needs and cost of personnel, space, equipment, supplies, and services.
• Developed verbal and written communication skills to present information to internal and external stakeholders with clarity and precision.
• Ability to establish and maintain effective working relationships with agency leadership, stakeholders, and other key partners.
• Master’s degree in management information systems, computer systems, or related field.

• Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General for the Agencies (OEIG) of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
• Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
