Accountant I/II

Position Overview This vacancy may fill at either level I or II. Candidates need only to apply once; all applications will be screened for the minimum requirements at the highest level they are qualified for. In the case of higher‑level vacancies, names from the eligible list will be referred based on qualifying level. For lower‑level vacancies, higher level candidates on the eligible list may not be excluded from being referred. Salary Accountant I: $26.81 - $36.74 hourly; $55,764.80 - $76,419.20 annually. Accountant II: $29.88 - $40.88 hourly; $62,150.40 - $85,030.40 annually. By closing date of this recruitment, the salary for this position will have increased by 2%. Accountant I – Responsibilities Develops and implements accounting systems and procedures related to assigned area. Performs a variety of professional accounting duties in the preparation, maintenance and review of financial records and reports in assigned area. Coordinates activities related to area of assignment with other County departments, divisions, and outside agencies; assists with inquiries regarding financial matters. Prepares, analyzes, and reviews estimates for revenues, reimbursements, expenditures, and other accounts. Assists in the preparation and maintenance of the County cost allocation plan; distributes costs of labor and materials to proper cost accounts. Audits books, reviews, records, and advises on accounting procedures related to area of assignment. Maintain accurate and complete accounting records for prompt retrieval. Processes various account transactions: reconciles and balances assigned accounts; prepares journal entries. Provides information on accounts, as requested. Performs related duties as assigned. Marginal Duties – Accountant I Prepares and types memoranda and correspondence; conducts mailings. Sorts and files various records/documents; distributes reports. Accountant II – Responsibilities Develops and implements accounting systems and procedures related to assigned area; may provide training on accounting functions. Performs a variety of professional accounting duties in the preparation, maintenance and review of financial records and reports in assigned area. Coordinates activities related to area of assignment with other County departments, divisions, and outside agencies; assists with inquiries regarding financial matters. Maintains accurate and complete accounting records for prompt retrieval. Audits books, reviews, records, and advises on accounting procedures related to area of assignment. Monitors cash balances and closes accounts, funds and/or budget units; prepares journal entries. Develops and maintains automated databases; reviews, verifies, codes and enters data. Assists in the preparation and maintenance of the County cost allocation plan; distributes costs of labor and materials to proper cost accounts. Assists with budget process; responds to requests from management for budgetary data analysis, and projections. Performs other duties as assigned. Accountant I – Qualifications Knowledge of: General accounting, budgeting, and auditing principles, practices, and procedures; cost accounting and budgeting procedures; principles of business management; financial databases and computer applications; modern office methods, equipment, and procedures; Federal, State and County laws, policies and procedures related to area of assignment. Ability to: Utilize spreadsheet, word processing and database software; apply established methods of a variety of accounting transactions and problems; properly interpret and make decisions in accordance with laws, regulations, and policies; communicate clearly and concisely, orally and in writing; establish and maintain effective working relationships at all levels of the organization and with the general public. Education and Experience: A Bachelor’s degree, or higher, from an accredited college or university in Accounting or Business Administration with a concentration in Accountancy. OR An associate degree in accounting or business administration from an accredited college with a minimum of 9 semester units in accounting and two (2) years of full‑time experience equivalent to an Accounting Technician II in Sutter County. OR Four (4) years full‑time increasingly responsible accounting experience which included significant accounting/fiscal duties and responsibilities. OR Any combination of education and experience that provides equivalent knowledge, skills and abilities. Some positions may require cost accounting experience. Accountant II – Qualifications Knowledge of: Accounting, budgeting, and auditing principles, practices and procedures; cost accounting and budgeting procedures; principles of business management; financial data bases and computer applications; modern office methods, equipment, and procedures; Federal, State and County laws, policies and procedures related to area of assignment; applications of accounting and budgeting. Ability to: Apply established methods of a variety of accounting transactions and problems; properly interpret and make decisions in accordance with laws, regulations, and policies; develop and implement accounting systems and procedures; provide lead supervision of assigned staff; work independently in the absence of supervision; communicate clearly and concisely, orally and in writing; establish and maintain cooperative relationships with those contacted in the course of work. Education and Experience: A Bachelor’s degree, or higher, from an accredited college or university in Accounting or Business Administration with a concentration in Accountancy and one (1) year of full‑time experience equivalent to an Accountant I in Sutter County. OR Five (5) years of full‑time experience with accounting experience which includes capital asset accounting, payroll accounting, cost accounting, and management of grants. Some positions may require cost or payroll accounting experience or any combination of education and experience that provides equivalent knowledge, skills and abilities. Physical Requirements Requires the ability to maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under varied circumstances; ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; ability to see; ability to hear and communicate orally; requires sufficient hand/eye coordination to perform semi‑skilled repetitive movements, such as using a computer, typing, data entry, and/or use of calculators, ten‑key adding machine, or use of other office equipment or supplies. Work is primarily performed in an office environment, and the position may require prolonged periods of computer and monitor use. Other Information All Sutter County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and/or County.
