Management and Program Analyst

Summary

This position is located in the Veteran Employment and Training Service (VETS), Office of Strategic Outreach (OSO). OSO, in consultation with the Office of Public Affairs (OPA), serves as the information, outreach, and public affairs contact with employers, veteran's service and military organizations, and the print and broadcast media for all matters relating to the programs and activities carried out by VETS.

This is a bargaining unit position.

Duties

Help

For the GS-13 Management and Program Analyst the duties include :

- Plan, organize, and implement a wide range of public information activities related to VETS' key stakeholders, including government (state and local), non-government organizations, and transitioning service-members and veterans seeking employment.

- Manage projects and ensure adherence to schedules for multiple communication and outreach initiatives delivered by and through VETS staff.

- Coordinate outreach activities with VETS staff to ensure consistent alignment of effort and messaging across the organization.

- Assist in the planning, development, and implementation of integrated communication strategies at the National Office level.

- Plan, develop, and write news releases, articles, op-eds, blogs and other messages, including social media for the Assistant Secretary of Labor for VETS and other VETS leadership.

Qualifications

You must meet the Specialized Experience to qualify for Management and Program Analyst, as described below. For the GS-13 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-13 includes all of the following:

• Knowledge of the principles, methods, practices, and techniques of communications on public affairs matters;
• Experience utilizing software platforms and technologies to communicate an organization's policies and programs on multiple online channels (e.g. social media, sharepoint, websites) to a variety of audiences;
• Experience developing professionally written information materials (e.g. news releases, feature stories, background statements, fact sheets etc.) for publication through a variety of media.
• Experience coordinating advisory committees

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
