Job Overview

We are seeking an experienced Application Systems Analyst / Programmer to evaluate, redesign, and modernize an existing Microsoft Excel-based Stream Compensatory Mitigation Accounting Calculator (SCMAC) into a user-friendly, accurate, and reliable application.

The successful candidate will assess the current Excel workbook, evaluate alternative software applications, recommend the most appropriate solution, develop the updated calculator, and conduct beta testing in collaboration with the project team.

The application will support stream compensatory mitigation accounting by calculating changes in stream functions and values, determining mitigation requirements, and comparing impacts against mitigation outcomes.

Key Responsibilities

• Review and analyze the existing Excel-based SCMAC workbook to understand its functionality, formulas, calculations, and business requirements.
• Evaluate and compare available software applications and tools for converting the existing calculator into a user-friendly application.
• Develop a selection matrix to assess alternative applications based on usability, accuracy, accessibility, adaptability, security, and cost.
• Recommend the most appropriate application or platform, providing a written justification for the selection.
• Redesign and adapt the existing SCMAC into the selected application while preserving all foundational formulas and calculation logic.
• Develop automated calculations for stream compensatory mitigation accounting units (SCMAUs).
• Implement calculations for baseline and predicted stream conditions, value-weighted functions, functional gains and losses, and mitigation adjustments.
• Incorporate temporal loss adjustment factors and administrative protection adjustment factors into the calculation process.
• Enable comparisons between impact sites and compensatory mitigation sites to determine whether mitigation adequately offsets stream impacts.
• Develop user-friendly input forms, automated calculations, validation rules, and real-time error notifications.
• Ensure the application is accessible across computers, tablets, and mobile devices without requiring specialized software.
• Implement appropriate security controls to protect formulas and prevent unauthorized modification of calculation logic.
• Ensure the application can be maintained and updated by authorized staff without requiring ongoing external software development support.
• Conduct beta testing using project data provided by the project team.
• Document testing results, application functionality, and recommendations.
• Participate in project meetings and collaborate with stakeholders throughout the development and testing process.
• Deliver the finalized SCMAC application along with supporting documentation and testing results.

Required Skills and Qualifications

• Experience in application systems analysis, software development, or application modernization.
• Experience evaluating, selecting, and implementing software applications or platforms.
• Strong experience with Microsoft Excel, including complex formulas, calculations, and workbook functionality.
• Experience converting spreadsheet-based tools into user-friendly applications.
• Knowledge of application design, business requirements analysis, and process automation.
• Experience with data validation, error handling, and automated calculations.
• Experience in software testing, beta testing, and quality assurance.
• Strong analytical, problem-solving, and documentation skills.
• Ability to work collaboratively with stakeholders and translate business requirements into technical solutions.

Preferred Qualifications

• Experience developing web-based applications or low-code/no-code solutions.
• Familiarity with Microsoft Power Platform, Power Apps, or similar application development platforms.
• Experience with responsive application design for desktop, tablet, and mobile devices.
• Experience with spreadsheet automation and formula protection.
• Knowledge of environmental, regulatory, mitigation accounting, or natural resource management applications.
• Experience preparing application evaluation matrices, technical recommendations, and user documentation.

Ideal Candidate

The ideal candidate will have a combination of application development, Excel-based calculation modeling, business analysis, and software testing experience , with the ability to transform a complex spreadsheet into a user-friendly and maintainable application.
