A patrol officer's responsibility involves the protection of life and property, prevention of crime, apprehension of criminals and the general enforcement of laws and ordinances in a designated area on an assigned shift, or on special assignments. The work involves an element of personal danger and the employee must be able to act without direct supervision and to exercise independent judgment in meeting emergencies. The work assignments are general, and special instructions are received from a supervisor. Work is reviewed by inspection, observation of results and thorough oral and written reports.
Responsibilities include patrolling city streets, roads and public places, checking buildings to ensure safety, directing traffic, investigating automobile accidents, making arrests, investigating suspicious incidents, issuing warnings or citations, operating police vehicles, detecting and interviewing suspicious persons, answering calls for service, conducting follow-up investigations, operating equipment for detecting intoxicants, serving as traffic controller at special events, providing assistance and information to citizens and motorists, reporting maintenance needs, testifying in court proceedings, investigating hazardous conditions, checking for stray animals, attending training classes, being proficient in firearms and other weapons, maintaining records, operating computer systems, and demonstrating clear communications skills.
Qualifications include an Associate Degree in Police Science or relevant Bachelor's Degree, or 60 semester hours undergraduate credits in Law Enforcement or related field, or an equal amount of Law Enforcement experience, meeting minimum requirements set forth by the Wisconsin Law Enforcement Standards Board, a valid State of Wisconsin Operator's License, and residency within 25 miles from the Public Safety Building within 18 months.
Knowledge, skills, and abilities include reading and interpreting policy manuals, technical manuals, Wisconsin State Statutes, City ordinances, Supreme Court decisions, and other related materials concerning police work; adding, subtracting, multiplying, dividing, and calculating percentages; interpreting basic descriptive statistical data and reports; interpreting graphs; applying situational reasoning by exercising good judgment, decisiveness, and creativity in complex situations when dealing in a sometimes hostile environment.

UNION POSITION: Governed by the contract between the City and the Law Enforcement Employee Relations Division of the Wisconsin Professional Police Association. PROBATIONARY PERIOD: 18 months except for fringe benefits and pay schedule which shall be a six (6) month period where applicable. SICK LEAVE: All employees are granted eight (8) hours of sick leave per month, cumulative to nine hundred sixty (960) working hours. After seven hundred twenty (720) hours of accumulated time, a sick leave payout is available for half of the value of the excess credits when the employee's total first exceeds seven hundred twenty (720) hours. Sick leave is paid out at retirement. HOLIDAYS: Nine full holidays per calendar year. VACATION: Three days vacation awarded at hire. One year of service 10 workdays Two or more years of service 18 workdays 10 or more years of service 21 workdays 15 or more years of service 24 workdays 20 or more years of service 29 workdays HEALTH INSURANCE: Medical (with a HSA), Prescription, Dental, & Vision plans. Manty Health and Wellness Clinic. Insurance begins the first day of the next month following 30 days of employment. LIFE INSURANCE: Offered through the Wisconsin Retirement System. Insurance begins the first day of the next month following 30 days of employment. Employee pays first month's premium, employer pays remaining 11 months. Coverage is equal to employee's annual salary to next $1,000. Additional coverage available at employee's expense. WISCONSIN RETIREMENT SYSTEM: Begins immediately upon employment. Employer pays employer's share of employee's salary. The employee contributes the employee's share of the employee's salary. HEALTH SAVINGS ACCOUNT: Allows employee to set aside pre-tax deductions for medical expenses. FLEXIBLE BENEFITS PLAN: Allows employee to set aside pre-tax deductions for dependent child care and for limited dental/vision not covered by insurance. PHYSICAL EXAM and DRUG TEST and BACKGROUND CHECK: Required of all newly hired employees, paid for by the City. MISCELLANEOUS BENEFITS: Tuition reimbursement, short-term and long-term disability, accident insurance, critical illness insurance, Employee Assistance Program, deferred compensation plans for additional retirement savings, and Edvest-College savings plan.
