Mk21A Program Manager Staff (IC4)

Job Summary As a Mk21A EMD Product Owner, you will lead the cost, schedule, and technical performance of product(s) within the MK21A program. You will own the product from design through delivery, oversee daily tasking across a multi‑functional team, and serve as the Control Account Manager of record for multiple control accounts. Key Responsibilities Execute cost, technical, and schedule plans to meet delivery commitments. Resolve programmatic challenges within your scope and establish risk mitigation activities. Support overall program business rhythm: baseline management, monthly reporting, status communication, and earned value management (EVM). Lead a design and development culture focused on digital engineering and Design for "X" to streamline production and improve cross‑functional communication. Develop and manage baseline plans and execution of support organizations, including supply chain procurement, production operations, engineering, finance, and planning. Coordinate staffing requirements with program leadership team for consolidation of total program needs. Report to the Mk21A Program Manager, IPT Lead, and RSE at recurring reviews. Promote continuous improvement and digital transformation within your program scope. Basic Qualifications Experience developing and executing cost and schedule baselines. Understanding of Control Account Management responsibilities, including EVM and performance metrics. Ability to travel as needed. Desired Skills Experience working with multiple functions simultaneously to execute a program (Program Management, Engineering, Production, Supply Chain, Planning, Finance). Excellent communication and interpersonal skills with staff, customers, management, and peers. Proven experience driving and implementing affordability and producibility changes that directly impact program performance. Direct Control Account Manager experience, including EVM and performance metrics. Experience executing Design for "X" concepts and performing DfX scorecard assessments. Knowledge of digital transformation tools and application to improve program performance. Direct subcontract management experience. Direct production operations experience. Familiarity with Air Force Reentry Vehicle programs and Air Force Nuclear Weapons Center / ICBM customer. Experience across the entire program life cycle.
