INVESTIGATOR V (NARCOTICS ENFORCEMENT DIVISION) - OAHU

Recruitment Number 25-0028 Permanent full‑time position located in Downtown, Hawaii. Salary: $6,043 to $7,351 per month (SR‑24, Step D to I). The recruitment remains open until 55 applications are received. Job Overview The position is with the Narcotics Enforcement Division (NED), Office of the Deputy Director for the Department of Law Enforcement. Applicants will have police‑enforcement authority and will work under Chapter 353C‑4, Hawaii Revised Statutes. The role focuses on enforcing the Uniform Controlled Substance Act and investigating offenses related to illicit drugs, clandestine laboratories, and unlawful diversion of controlled substances. Responsibilities Conduct undercover operations and use informants. Gather and handle evidence correctly. Prepare case files and administer warrants. Make arrests and assist U.S. Attorney, Attorney General, and County Prosecutor offices. Appear in court as an expert witness. Prepare investigative reports for criminal prosecution. Qualifications Legal authorization to work in the State of Hawaii. Bachelor’s degree from an accredited four‑year college or university. Three and one‑half years of progressively responsible professional investigative experience, including: Ability to collect and develop facts. Logical and objective analysis with sound conclusions. Clear written and oral reporting skills. Discretion and capacity to gain cooperation. At least one year of experience comparable to Investigator IV class responsibilities, including case planning and evidence handling. Specialized experience in narcotics investigations and enforcement actions, including statewide criminal investigations related to illicit drugs, clandestine laboratories, and concealed manufacturing. Experience Requirements A. Independent full‑range investigator for complex program‑specific violations. B. Investigator in a small program, independent of higher‑level supervisory guidance. C. Supervisory investigator overseeing investigations following standard policies. Special Requirements Must meet all federal and state firearm regulations and possess a completed law‑enforcement academy certificate. Must not have a conviction of domestic violence. Valid driver’s license required. Conditional offers subject to drug screening (applicant paid) and intensive background check.
