Duties

The Chief Technology Officer is responsible for implementing the operative principles of applicable federal law (e.g., the Clinger-Cohen Act of 1996, Federal Information Security Management Act of 2002, Federal Information Technology Acquisition Reform Act of 2014, Confidential Information Protection and Statistical Efficiency Act of 2018, Chapter 35 of Title 44 USC) and industry best practices requiring the establishment of a management framework to improve the planning and control of information technology investments and leading change to improve the efficiency and effectiveness of agency operations within IES's unique context, as outlined in the Education Sciences Reform Act of 2002.

Manages several IT infrastructure, services and solutions such as: IT Governance, Risk and Compliance Management, Leadership, and Resource Management Advisory, Architecture and Engineering Management, Security, Budget Oversight and Cost Control, and Contract Oversight throughout all phases of the IT lifecycle ensure IES and partner satisfaction with available technology resources and performance while streamlining costs and ensuring compliance with security requirements. Specific duties include but are not limited to:

• Recommends policies and develops procedures governing potential and long-range logistics readiness activities.
• Ensures IT system compliance with law, regulation, and policy regarding the processing of confidential statistical data or other data that contains identifying information. Keeps abreast of scope and intensity of legislative changes, trends in scientific computing, and directives of higher echelons to develop courses of action to ensure that the highest state of IT readiness is maintained for IT infrastructure, systems and services.
• Implements guidance and policy for IES and each of its four Centers.
• Conforms with and recommends changes to policy established by the Institute's leadership.
• Serves as senior advisor to IES Director, Deputy Director, and Commissioners to ensure IT activities optimize program results, employee engagement and contractor performance.
• Advises IES leaders on: (a) resource requirements for new and existing programs; (b) effective management of federal and contractor staff performing IT-related functions; (c) effective and economical organizational structures for IT-related work, including manpower requirements and functional breakdowns; (d) how to best attract and retain the best available talent with information technology competencies valuable to fulfilling the Institute's mission.
• Develops, maintains and facilitates the implementation of a sound and integrated IT architecture for statistical, research, and evaluative activities authorized under the Education Sciences Reform Act of 2002 in accordance with applicable federal law, regulation, and policy.
• Provides oversight, expert advice and support for the Institute's IT systems, applications and websites.
• Advises program managers across IES as they work to define their requirements, prepare statements of work, identify potential contract vehicles and optimize performance for IT services.
• Performs in-depth technical analysis and provides technical, top-level advice on managing the IT security program, in accordance with the requirements of the Federal Information Security Modernization Act (FISMA) and OMB A-130, App. III.
• Assures the execution of its functions in a technically sound and cost-effective manner in order to ensure its long-term viability. Manages and monitors the usage of funds and requirements and takes action to reprogram funds when required. Understands and ensures compliance with applicable federal law, regulation, and policy as well as Executive Orders relating to Agency IT management.
• Implements and oversees the successful execution of IT contracts, typically multi-million-dollar commitments, for hardware, software, service, maintenance and support. Develops recommendations and implements information technology solutions designed to enhance and enable agency business processes.

There are two (2) TQs :

TQ 1: Demonstrated expertise in providing strategic vision in developing, directing, and implementing IT services, infrastructure, cybersecurity, and information management services for an agency or organization with a mission portfolio of national importance.

TQ 2: Experience in providing guidance to senior management officials in government to align IT program requirement activities with mission program priorities and performance.
