ABOUT THE CAMPAIGN FINANCE BOARD

The Campaign Finance Board is a nonpartisan, independent city agency that empowers New Yorkers to have a greater impact on their elections. Our mission is to make local democracy more open, transparent, and equitable by removing barriers to participation.

We make it easier for New Yorkers to vote, meaningfully support candidates for city office, and run for office themselves. NYC Votes, our voter engagement initiative, meets people where they are to share trustworthy election information and help New Yorkers make a plan to vote. We publish the citywide Voter Guide, which delivers information about candidates directly to voters’ doors. Our public matching funds program ensures small contributions can make a big difference, allowing regular people to run for office by relying on the support of other regular people, not just wealthy donors and special interests. And we lift the veil on how candidates raise and spend money, increasing transparency and accountability in local government.

We believe that when every New Yorker is empowered to participate meaningfully in elections, candidates will better reflect the communities they serve, elected leaders will be more accountable to the public, and New Yorkers will have a democracy they can truly trust.

ABOUT THE UNIT

Public Affairs Division

The Public Affairs division engages New Yorkers, informs them about elections, and boosts their participation in the democratic process. We make election information accessible and relevant, increase engagement with underrepresented communities, and cultivate a team that reflects our core values of purpose, curiosity, creativity, and collaboration.

The division includes Marketing and Digital Communications, Partnerships and Outreach, Language Access, and Public Relations. Our division’s work includes publishing the citywide Voter Guide, running the official citywide Debates Program, and managing the voter engagement initiative, NYC Votes.

Marketing & Digital Communications Unit

The Marketing & Digital Communications Unit is responsible for managing the agency’s branding and our direct-to-voter communications, including multi-channel advertising campaigns, social media, website content, and email and text-message outreach. This unit also produces the city Voter Guide that we distribute to over 5 million registered voters to ensure New Yorkers know when to vote, how to vote, and who they are voting for.

JOB DESCRIPTION

This role requires a project management leader who can operate across day-to-day task coordination and bring strategic systems thinking to complex, public-facing projects. The ideal candidate will be able to manage large-scale deliverables while also improving the structures, workflows, tools, and decision-making processes that support them.

This person should be comfortable leading through ambiguity, identifying operational risks before they become issues, aligning stakeholders with competing needs, and translating complex project requirements into clear plans, roles, timelines, and accountability structures. They should bring both tactical excellence and the judgment to recommend better ways of working across teams.

Knowledge

• Advanced understanding of project management methodologies and the ability to determine which approaches are appropriate based on project size, risk, complexity, stakeholder needs, and organizational context.

• Strong understanding of how to design and improve project systems, workflows, governance structures, and communication rhythms that support large-scale, recurring, and cross-functional work.

• Knowledge of change management practices, including how to guide teams through process changes, new tools, evolving requirements, and shifting priorities.

• Understanding of stakeholder identification, engagement, and alignment strategies, especially in environments where multiple teams, vendors, and decision-makers contribute to a shared deliverable.

• Knowledge of risk assessment and mitigation practices, including the ability to identify operational, budgetary, timeline, accessibility, language access, vendor, and reputational risks early and develop clear escalation paths.

• Comfort using project management software and digital tools such as Monday.com, Ziflow, etc with the ability to evaluate whether existing tools and workflows are effectively supporting team needs.

• Strong grasp of budgeting processes and financial management principles, including resource allocation, vendor estimates, expense tracking, and budget-related decision-making for large-scale projects.

• Understanding of procurement processes, including how to develop scopes of work, evaluate vendor proposals, and manage vendor performance and accountability throughout a contract lifecycle.

• Knowledge of accessibility standards and requirements, including WCAG 2.1/2.2 guidelines, Section 508 compliance, and best practices for producing accessible digital and print materials.

• Strong communicator and collaborator who can synthesize input from multiple stakeholders, clarify tradeoffs, and drive teams toward shared decisions.

• Strong vendor, budget, and resource management skills, including the ability to assess capacity, anticipate constraints, and recommend solutions.

• Skill in designing and maintaining structured QA workflows and documentation systems with clear ownership and accountability at each review step.

• Skill in reviewing content across print, digital, social, and video formats for accuracy and consistency prior to publication..

• Ability to lead complex, cross-functional projects with limited oversight while knowing when to escalate risks, decisions, or resource needs.

• Ability to work well under pressure and effectively prioritize tasks to keep team members focused amidst shifting timelines and needs.

PREFERRED QUALIFICATIONS

These are qualifications that would be helpful, but are not essential to being successful in the role. Candidates with these qualifications will be given preference in the selection process.

• At least 5 years of work experience overseeing major projects across multiple teams or stakeholders.

• Experience managing projects with budgets of $1 million or more.

• Experience developing or improving project management systems, workflows, tools, templates, dashboards, or governance processes.

• overseeing digital projects and/or leveraging technology to improve the efficiency and quality of existing processes.

• Knowledge of language(s) other than English.

• Lived or work experience within immigrant, disabled and/or justice impacted communities.

• Demonstrated interest or experience with plain-language writing, accessible formats, or related best practices to improve the accessibility of educational and communications materials.

Qualifications

• A bachelor’s degree from an accredited college including or supplemented by at least twelve-semester credits (or the equivalent of twelve-semester credits) in accounting, auditing, business or public administration, computer science, economics, finance, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related area of study and one year of satisfactory full-time experience in accounting, auditing (including compliance or investigative auditing), business or public administration, business analysis, computer science, database administration, economics, finance, fiscal or economic management or research, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related field; or

• A four-year high school diploma or its educational equivalent and five years of experience as described in “1” above; or

• Education and/or experience equivalent to “1” above.

Salary Max: $130,000.00
