CONTRACT SPECIALIST

Summary Contract Specialist in Avail Planning & Execution Division (4X1), Contracts (CCO) Department (C400), Mid-Atlantic Regional Maintenance Center (MARMC), for the Mid Atlantic Regional Maintenance Center. Duties Monitor contract technical performance over the life cycle and issue correspondence or direction to contractors to resolve problems. Evaluate Change Order Price Analysis (COPA) proposals and past performance under single award firm fixed price and other cost type contracts. Perform cost and price analysis to determine fairness and reasonableness of a contract proposal. Review contract completion documentation for adequacy and accuracy. Conditions of Employment Must be a U.S. citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Must pass E-Verify employment verification check. Federal employees applying for GS jobs must serve at least one year at the next lower grade level; time‑in‑grade must be met by closing date. Position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA); certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. Appointment of retired military members within 180 days after retirement is subject to 5 U.S. Code 3326 provisions. Male applicants born after 12‑31‑59 must be registered for Selective Service. This is a bargaining unit position. Must obtain and maintain an interim or final security clearance prior to duty; failure may result in withdrawal of offer or removal. Position may require travel from normal duty station to CONUS and OCONUS; travel on military/commercial aircraft extended periods required. Must complete ethics orientation within three months of appointment and submit Confidential Financial Disclosure Report, OGE‑450, within 30 days of appointment. Qualifications In addition to the Basic Requirements, resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑12 grade level or Pay Band in the Federal service or equivalent experience in private or public sector. Specialized experience must demonstrate the following: Experience managing complete lifecycle of government contracts, including pre‑award planning, solicitation, negotiation, and post‑award administration. Experience conducting cost and price analysis for complex contract actions and documenting negotiation outcomes. Experience providing guidance, training, or mentorship to junior‑level contract specialists on contracting processes and complex actions. Experience applying knowledge of the Federal Acquisition Regulation (FAR) and its supplements to manage complex procurements. Experience utilizing procurement systems such as Standard Procurement System (SPS) or Procurement Integrated Enterprise Environment (PIEE). Experience conducting scoping conferences, negotiation sessions, and mentoring and training subordinate employees and interns. Basic Education Requirement Applicants must have a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement applies only to individuals entering DoD GS‑1102 positions on or after October1,2000.
