The Opportunity WSDOT is currently seeking multiple Transportation Engineer 2s to support the South Central Region (SCR) Program Management Office in delivering a safe, reliable, and cost-effective highway construction program. These positions play a key role on the Project Controls team by maintaining accurate project data, supporting program management systems, and assisting with monitoring project funds, spending plans, and actual expenditures. Incumbents will work closely with project managers and engineering staff to ensure timely updates related to scope, schedule, and budget changes. These roles require strong attention to detail, the ability to identify inconsistencies, and responsiveness to urgent program management inquiries from regional and headquarters staff. As journey-level engineers, these positions exercise independent judgment while managing multiple assignments in alignment with established policies, procedures, and standards. Full-time employees earn eight hours of sick leave per month. Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. - Assist and coordinate Project Controls and/or Program Development & Reporting activities for the SCR Program Management Office, supporting delivery of the highway construction program.
- Prepare and process work orders, including new setups, adjustments, transfers, closures, and reconciliation to actual expenditures.
- Review and verify work order and funding setups for accuracy, including complex projects with multiple funding sources and agreements.
- Maintain and update project data in program management systems such as Capital Connect/Unifier, TEIS, and TRAINS 4.0.
- Monitor project spending, identify discrepancies or overruns, and communicate variances to supervisors and project managers.
- Coordinate with project offices and management staff to update schedules, scope, and budget information for monthly and quarterly reporting.
- Assist other team members in Program Management as needed during peak periods or staff transitions.
- Develop reports and workforce projections by analyzing historical and current data, while responding to urgent requests, supporting meetings, and performing assigned program support tasks.
- Assist in the creation, review, editing and tracking of Project Summary documents.
- Assist with the region's Statewide Transportation Improvement Plan (STIP).
- Foundational Engineering Knowledge: Demonstrated understanding of civil, structural, geotechnical, or transportation engineering principles, typically acquired through formal education or equivalent on-the-job experience (e.g., experience equivalent to a Transportation Engineer 1 or Transportation Technician 3). Ability to apply engineering concepts to real-world scenarios. Knowledge of the basic principles of project budgeting and scheduling.
- Technical Interpretation and Analysis: Skilled in reading, analyzing, and interpreting contract plans, specifications, estimates, manuals, and related documents in accordance with project requirements and engineering standards.
- Communication and Interpersonal Proficiency: Excellent written and verbal communication skills, with the ability to communicate technical information clearly to a variety of stakeholders, including engineers, contractors, and the public.
- Effective Time Management: Can manage and monitor multiple and consistently changing assignments, proactively manage own workload and plan/oversee the work of others, complete tasks by scheduled deadlines while accommodating unexpected work on short notice.
- Attention to Detail: Ability to complete work accurately with attention to detail and the capability to review their own work and the work of others for accuracy and completeness.
- Commitment to learning: Willingness to learn, retain, apply, and master data entry, review, and editing skills of multiple computer and electronic program management and budgeting-related programs utilized by the Program Management Office.
