Military Planning Project Manager

A Military Planning Project Manager is expected to manage multiple facilities planning projects from pursuit to cost proposal development through completion; to meet all milestones and keep the project on schedule and budget; and develop high-quality deliverables for Department of Defense/War and other Federal clients.Projects range from managing and developing master plans, site specific plans, installation wide studies, land use surveys, asset evaluations (AEs), planning charrette reports (PCRs), customer concept documents (CCDs), basic facilities requirements (BFRs), requirements analysis (RAs), economic analysis (EA), capital improvements plans (CIPs), sustainability/resiliency and energy plans, or global and enterprise-wide programmatic initiatives. Project activities include collecting, analyzing, and validating data from authoritative source documents, databases, stakeholder interviews, and GIS; workshop and charrette facilitation; and compiling results in reports or other official DoD/DoW documentation using client agency guidance and policy directives. The primary responsibilities of a Military Planning Project Manager include the following:Manage teams of military planners, analysts, production coordinators, editors, GIS / CAD specialists, and other engineering and architectural disciplines as required.Supervise, coach, mentor, and train military planners and analysts in the course of their work, and in preparation for future market trends or client needs.Prepare and facilitate workshops and charrettes with stakeholders to support project objectives and outcomes.Prepare and conduct in-briefs and out-briefs with leadership to support the objectives and outcomes of site visits, deliverable milestones, and project kickoffs and closeout meetings.Conduct quality assurance and quality control (QA/QC) reviews to align the deliverables to meet objectives of client contract scopes of work, meeting industry standards, and complying with agency guidance and policies.Manage the financial status of projects, develop and implement corrective actions when necessary to achieve financial and project delivery goals, and conduct internal project review meetings with operations and financial management leadership.Conduct in-progress review meetings with client project managers, contracting officers, and other senior stakeholders to discuss review comments or provide updates on the project/program.Work collaboratively with the Operations team and other project managers to manage personnel and support deliverables.Prepare fee proposals and technical approach narratives to pursue new contracts. Assess risks associated with pursuits, develop and implement risk mitigation plans, and manage risks during project delivery working with internal and external clients and team members. Negotiate with clients to align on fee and budget.Assist with preparing client development plans, conduct marketing and business development activities as appropriate during the course of project delivery or other client visits and interactions to secure new work and achieve program growth targets.Preferred Qualifications Strong background in military planning with demonstrated skills in capability gap analysis, requirements and assets analysis, charrette facilitation, economic analysis/life cycle analysis, geospatial data analysis, constraints mapping, graphic design or hand renderings, industrial workflow analysis, process workflows, journalistic and technical writing, project programming documentation (i.e. DD1391s or equivalent).Have or be able to hold a DoD security clearance and a U.S. passportU.S. citizenshipHolds either an AICP, PE, RA, PLA/RLA or PMPAbility to travel internationallyAbility to lead teams on projectsExperience with Microsoft Office (Word, Excel, Project, and Power Point) and other applications (Adobe Illustrator, Adobe InDesign, Adobe Photoshop, ArcMap/ArcGIS Pro, AutoCAD, Civil 3D,Experience managing planning projects for DoD/DoW services or agenciesExperience with DoD/DoW agency-specific software and databases, i.e. TFSMS, FRAME, ECONPACK, iNFADS, Mii, etc.Good staff planning, mentoring, training, and development skills#LI-MV3QualificationsRequired Qualifications Bachelor's degree in related field 7 years related experience A minimum of 2 years project management experience Must have the ability to interact with various design teams, have excellent organizational, project management and communication (both written and verbal) skills An attitude and commitment to being an active participant of our employee-owned culture is a mustWhat We BelieveHDR is our company.
