Supervisory Contract Specialist

Overview This position is located with Bonneville Power Administration, in one of the Tier IV teams within Contracts & Strategic Sourcing (NSS), Supply Chain Services (NS), Chief Administrative Office (N). A successful candidate in the Supervisory Contract Specialist position will serve as a supervisor of a group of contract specialists, providing technical leadership and mentoring to junior contract specialists, management, and other staff members. Basic Requirements Completion of all mandatory training prescribed by the head of the agency for progression to GS‑13 or higher level contracting positions, including at least four years of experience in contracting or related positions. At least one year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. A four‑year course of study leading to a bachelor’s degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Specialized Experience Requirements Leading the full lifecycle of the procurement or contracting process for complex acquisitions, including planning, solicitation, and awarding. Performing cost analysis on proposals to determine best price, negotiating terms, and ensuring the best value in contract awards. Providing guidance and mentorship to other team members on complex contracting procedures, resolving procurement‑related issues, and advising on acquisition strategies. Volunteer experience may be considered for qualifying unpaid experience, such as work through National Service programs (e.g., Peace Corps and AmeriCorps). You will receive credit for all qualifying experience, including volunteer experience.
