We are expanding our U.S. solar manufacturing platform in Humble, Texas, with a planned 2GW module manufacturing capacity, including 1GW already operational and an additional 1GW expected to commence operations in Q3 2026. TOYO is also developing a 1.5GW Heterojunction (HJT) solar cell manufacturing facility in the Houston metropolitan area. Position Overview The Senior Recruiter – Talent Acquisition & Global Mobility is responsible for two primary areas: U.S. talent acquisition and global mobility/immigration coordination . This position manages full-cycle recruiting for U.S.-based positions across manufacturing, engineering, technical, professional, management, and corporate functions while developing recruiting pipelines to support TOYO's continued growth. The position also serves as a key liaison between the Texas HR team, Headquarters ("HQ"), overseas facilities, employees, and outside immigration counsel regarding U.S. work visas and global mobility matters. The role reports directly to the Human Resources Manager . U.S. hiring priorities, headcount coordination, recruiting assignments, compensation decisions, and overall HR direction remain under the oversight of the Human Resources Manager. New or changed U.S. hiring needs received from HQ should be promptly communicated to the Human Resources Manager for review and prioritization. Due to frequent communication with HQ and overseas facilities, professional proficiency in both Mandarin and English is required. Key Responsibilities Talent Acquisition & Recruiting Manage full-cycle recruiting, including job postings, sourcing, candidate outreach, screening, interviews, candidate evaluation, offers, pre-employment requirements, and candidate pre-onboarding. Recruit across manufacturing, production, quality, engineering, technical, operations, finance, sales, marketing, legal, management, and corporate functions. Partner with the HR Manager and hiring managers to determine staffing requirements, qualifications, recruiting priorities, and hiring timelines. Develop strong candidate pipelines for current and anticipated hiring needs. Develop recruiting channels through colleges/technical schools, workforce organizations, community and veteran organizations, professional associations, employee referrals, hiring events, recruiting platforms, direct sourcing, and other sources. Coordinate with recruiting agencies when additional support is required. Maintain regular candidate communication and provide a professional candidate experience. Coordinate offers within approved compensation parameters and company procedures. Coordinate background checks and other pre-employment requirements. Manage candidates through confirmed Day 1 and coordinate the handoff to HR Operations. Maintain accurate ATS records and track open positions, pipelines, hiring activity, timelines, and expected start dates. Provide recruiting/headcount updates to the HR Manager and appropriate HQ stakeholders. Support high-volume recruiting and workforce expansion initiatives. HQ Recruiting Coordination Serve as a day-to-day recruiting liaison between Texas HR and HQ regarding approved U.S. staffing needs. Facilitate communication among HQ, the HR Manager, hiring managers, and candidates. Promptly communicate new or changed HQ hiring requests to the HR Manager for review, prioritization, and headcount confirmation. Obtain clarification from HQ regarding technical qualifications, position requirements, language needs, reporting relationships, and other job-specific information. Keep appropriate HQ stakeholders informed of recruiting progress. Support HQ coordination without independently changing U.S. recruiting priorities, headcount, compensation, or established hiring processes. Global Mobility & Immigration Coordinate U.S. employment-based immigration and work authorization matters for eligible overseas personnel. Coordinate H-1B, L-1, and other applicable employment-based visa cases with outside immigration counsel. Serve as an administrative liaison among the HR Manager, HQ, overseas facilities, immigration counsel, employees, and internal stakeholders. Collect and coordinate employee and company documentation required for immigration filings. Maintain an immigration/visa tracker covering case status, filing dates, expiration dates, renewal deadlines, required documentation, and outstanding actions. Proactively identify deadlines and coordinate required follow-up. Work with immigration counsel and internal Legal, Finance, management, and other departments as necessary. Maintain organized and confidential immigration documentation. Support international transfers and assignments into the United States. Relocation & International Employee Support Coordinate approved relocation activities for overseas employees transferring or temporarily assigned to U.S. operations. Assist with housing, transportation, arrival information, and other approved relocation arrangements. Coordinate with HR Operations to ensure international employees complete appropriate U.S. onboarding and employment documentation. Assist employees with administrative requirements associated with transitioning into the U.S. workplace. Coordinate with HQ regarding arrival dates, assignments, visa status, and mobility matters. Onboarding Coordination The Senior Recruiter manages candidates through recruiting and pre-employment through confirmed Day 1 . Coordinate offer acceptance, background checks, pre-employment requirements, and candidate communication. Provide new-hire information to HR Operations before the employee's start date. Partner with the HR Specialist on ATS updates, scheduling, candidate communication, and document collection. Coordinate the handoff to the Senior HR Supervisor , who leads Day 1 HR onboarding, including orientation, policies, benefits, 401(k), HR documentation, and personnel-file completion. Reporting & Administration Maintain recruiting, headcount, and immigration tracking reports. Provide regular updates on open positions, pipelines, hiring progress, expected start dates, and immigration cases. Maintain accurate recruiting and global mobility documentation. Assist the HR Manager with recruiting forecasts, staffing plans, and workforce expansion. Support additional talent acquisition and global mobility projects as assigned. Qualifications Bachelor's degree in Human Resources, Business Administration, or related field preferred. 5+ years of progressive recruiting, talent acquisition, or HR experience , preferably within manufacturing or a rapidly growing organization. Demonstrated full-cycle recruiting experience across multiple functions and organizational levels. Experience recruiting manufacturing, engineering, technical, professional, management, and/or corporate positions strongly preferred. Experience developing candidate pipelines beyond traditional job boards. Experience supporting H-1B, L-1, or other employment-based immigration matters strongly preferred. Experience coordinating with outside immigration counsel preferred. Multinational company or overseas HQ coordination experience strongly preferred. Professional proficiency in Mandarin and English required. Working knowledge of U.S. and Texas employment requirements applicable to recruiting and onboarding, including Form I-9 and E-Verify . Experience with ATS, recruiting platforms, and HR systems. Strong sourcing, interviewing, candidate assessment, communication, and relationship-management skills. Strong cross-cultural communication skills and ability to coordinate across countries and time zones. Highly organized and capable of managing multiple recruiting searches and immigration cases simultaneously. Ability to work independently within established HR processes and approval structures. Ability to travel domestically and internationally as business needs require.
