Development Manager

The DM's primary purpose is to manage the subdivision and development or redevelopment of vacant or reclaimed land into marketable residential, mixed-use, and commercial tracts of land within prescribed schedules and budgets to meet market demand for housing, retail, commercial, institutional, and recreational uses. The DM will perform the day-to-day tasks of managing multiple specific projects, including cost estimating, budgeting, scheduling, planning, design, and construction, collectively contributing to the development of each master-planned community (MPC) with which the DM will be involved. The DM will work closely with the GM throughout the development and operational life. The DM will be responsible for ensuring all daily development related issues are being addressed and is responsible for ensuring communication and coordination between consultants of different disciplines, and between consultants and contractors of the respective consultant’s disciplines.

Essential Job Functions:

• Assist with due diligence studies on land purchase and sale transactions as and when called upon.
• Establish and cultivate working relationships with approving governing authorities, consultants, and contractors.
• Gain an understanding of and zealously protect entitlements secured from governing entities applicable to existing and future land holdings.
• Assist in coordinating with JDC Corporate Office finance department to produce timely and accurate cost estimates for project financial models/budgets.
• Assist in soliciting, reviewing, and recommending for approval, proposals from consulting professionals for land planning, engineering, and landscape designs.
• Oversee and review Storm Water Pollution Prevention Plan (SWPPP) consultant performance.
• Ensure that the highest engineering and architectural construction value is received for the least cost without sacrificing quality.
• Work with GM on long-range sales and development forecasting.
• Critically review engineering and architectural plans and specifications.
• Assist in coordinating the efforts of land planners to:
  • Produce land plans that respond to market demand for housing, retail, commercial, institutional, and recreational uses, taking into account limitations that may be placed on land use by way of environmental, geotechnical, topographical, and other constraints.
  • Prepare and gain City and County approval, as applicable, of preliminary plats
• Assist in coordinating the collective efforts of the surveyor, engineer, architect, and construction manager to:
  • Prepare accurate preliminary and final construction cost estimates.
  • Prepare and continuously update design and construction schedules.
  • Prepare construction plans and specifications, and gain approval of City, County, and public finance entities.
  • Secure competitive bids for construction, evaluate bids, make a recommendation of award, and prepare construction contracts.
  • Administer construction contracts within established schedules and budgets, from the issuance of the notice(s) to proceed to the issuance of substantial completion(s), the issuance of the final certificates of completion(s), and the issuance.
  • Prepare and gain City and/or County approval of final plats, and cause plats to be recorded in public records and distributed to stakeholders.
• Attend public finance entity board of directors, City, County, and other meetings as necessary to represent CCW in matters of interest.
• Be on point in recognizing when anticipated value creation will support multiple and successive issuance of municipal or other bonds for reimbursement of developer advances.
• Work in concert with the Development team, JDC accounting, and finance for monthly review, approval, and coding of invoices from consultants, contractors, and vendors; save a duplicate of those coded invoices that will be subject to reimbursement from public finance entities in a separate file for ready retrieval.
• Coordinate the collective efforts of the engineer, attorney, bookkeeper, tax assessor/collector, and financial advisor in the preparation and approval of bond reports and the successful sale and funding of public finance entity bonds.
• Coordinate the collective efforts of the land planner, surveyor, engineer, and landscape architecture professionals to ensure timely and efficient design, approval, and construction of irrigation, landscaping, and hardscaping improvements.
• Review, question, and approve or disapprove, as appropriate, change orders to consult professional proposals and construction contracts.
• Coordinate with homeowner (HOA) and commercial property association (POA) managers for the conveyance of common areas from CCW to the HOA, budgeting, grounds maintenance and assistance as needed, as day-to-day questions arise regarding development.
• Attend homeowner association and/or commercial property owner association meetings upon request of GM
• Plan, schedule, budget, and contract for common elements such as entrance features, global landscape programs, maintenance contracts, and community-wide utility plans.
• Secure dry utility company(s) designs and cost requirements necessary for timely contracting and construction.
• Assist the development team with the preparation of regularly scheduled partner meeting presentations.
• Serve on the HOA or COA board of directors as necessary.
• Coordinate with the marketing team for successful community events.
• Coordinate with Dry utility companies (i.e., CenterPoint, AT&T, Comcast, etc.) to provide services to the community.

Analytical Skills:

• Understanding of the due diligence process and associated deliverables
• Manage multiple projects at different stages of planning, design and construction.
• Understanding and management of the competitive bid process.
• Understanding of legal contracts
• MS Word, MS Excel, Adobe Acrobat, and scheduling software.
• Work a minimum of 40 hours each week, including time outside of the normal office hours

Qualifications:

Education: Bachelor’s degree in civil engineering, construction management, construction/building science, or other bachelor’s degree combined with qualifying experience, as JDC may determine.

Experience: Minimum of 2 years of real estate development-related experience. Engineering consultation experience in the development of master-planned communities is preferred.
